About the Position: Serves as a Logistics Management Specialist in the Special Requirements Branch of the Domestic Movement Operations Division, Operations directorate, Military Surface Distribution and Deployment Command. This is a TERM appointment not to exceed 2 years with option for conversion. Responsibilities Serve as a Logistics Management Specialist in the Special Requirements Branch of the Domestic Movement Operations Division, Operations Directorate, Military Surface Distribution and Deployment Command. Provide up-to-date analysis of new trends in the transportation industry, impact of changes in federal laws/statutes/rules affecting Department of Defense (DoD) cargo movements including tools for cost and service analysis. Analyze wartime movement requirements to determine effect on traffic management policies, procedures, capabilities and/or commercial carrier capabilities. Review on a continuous basis all Operation Plans (OPLANS) to identify plan-based logistics requirements for fort-to-port movement and related industry capacity. Provide technical advice under any type of planning contingency for movement of forces, sustainment cargo and/or non-DoD sponsored cargo moving throughout the Continental United States (CONUS). Make recommendations for modifications to policies, procedures, and capabilities to better support current and future wartime requirements based on analyses. Develop staff recommendations for correction or improvement using after action reports, charts, graphs, statistics or narrative explanations of various courses of action with recommendations. Serve as a division proponent for Essential Task development, synchronization and implementation. Present findings in written format and in briefings to high level decision makers. Develop and/or maintain policy, guidelines, strategy, objectives, that align with campaign plan strategic goals to meet current/future logistics requirements by considering existing/developing modes of surface transportation systems. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes work that involves: 1) Experience developing surface movement requirements of cargo to support numerous installations and contractors; and/or 2) Experience planning and/or conducting evaluations or studies in order to analyze data and develop recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
