Job Description:

You will be engaged with helping the customer developing and deploying the latest technology to support the defense of your country! The Subcontracts Lead is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts has an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e. fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability, and quality management system assessments. Subcontracts supports government, customer, and internal audits as required. EVMS and scheduling experience is beneficial.
Essential Functions:
Navigate FAR regulations and internal procedures for compliance.
Implement strategies to increase productivity and drive cost savings.
Can work independently with minimal guidanceExpert negotiation skills, subcontractor management and program risk management.
Expert of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, OTA etc.).
Must have ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
Single point of contact to assigned POs, PO modifications, subcontractors, direct management, and to internal customers.
Expert working experience with Microsoft Office, Excel skills (pivot tables, V-lookup, etc.), Word, Power Point Presentations, presentation and communication skills, MRP/ERP.
Solve problems of increased complexity by leveraging experience and through analysis of data.
Able to analyze and ensure compliance to prime contract and program's contractual, legal, technical, and quality requirements.
Expert understanding of program requirements and risks, mileston.es, period of performance, end customer requirements, Trade Compliance (ITAR/EAR), subcontractor capabilities and stability, and engineering requirements. drawings
Expert understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.
Qualifications:
Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
Total years related experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
Active TS/SCI Clearance Required.
Preferred Additional Skills:
Proficient with MRP systems.
Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.
