Summary Serves as a Sr. Human Resources (HR) Specialist in the Shared Service Center and leads a team of HR professionals whose primary functions involve processing payroll related actions and secondarily processing personnel actions in the Federal Personnel and Payroll System (FPPS). Performs multiple, varying, and complex assignments under the minimal direction of a manager or more experienced professional. May act as a contributing specialist on large work activities as a team lead/project manager. Responsibilities Serves as a liaison between the Shared Service Center, the HR Services Divisions (HRSD), Benefits Operations Center (BOC), FAA and the Department of Interior (DOI) Payroll Operations office to resolve issues related to transactional processing and accurate processing and payment of FAA employees. Applies experience and comprehensive knowledge applicable to payroll policies, systems and processing. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Ensures actions are compliant to federal law, policies, rules governing pay and personnel action processing policies, rules and associated negotiated agreements. Researches Human Resources policies, regulations, case law, and relevant material to provide expert advice to management, team members, and customers for assigned areas. Handles and resolves complex issues relative to a wide-range of pay and non-pay actions covering several pay systems to include General Schedule, Federal Wage System, Core Compensation and Air Traffic Pay Plan. Ensures team members carry out assignments accurately and in a timely manner. Provides assistance and guidance to team members on specific tasks and with interpretation and application of policies and directives. Resolves minor performance problems and informal employee complaints - referring other types of problems/complaints to the manager. Advises the manager on team member performance, deficiencies, training needs and contributions. Provides guidance and on-the-job training to staff. Approves short-term leave requests. Identifies trends, issues and takes appropriate action to ensure that systemic problems are resolved or averted. Provides responses and/or information for FAA Hotline and Congressional Inquiries and FOIA/Privacy Act issues for assigned areas. Consultative advisor to HRSDs, LR and Regional Counsels during the development and implementation of third party settlements and agreements, ensures actions are processed IAW agreements, and assists with affecting back pays and resolving issues. Manages the Wednesday process to ensure the team notifies timekeepers to advise on coding issues and remedial actions to resolve pay errors or problems identified by DOI or employees prior to final pay calculations. Established policies/procedures provide guidance for assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Assignments may require knowledge and experience working across functional and/or organizational lines. Works independently to plan and accomplish work assignments. Identifies and requests additional resources as needed. Contacts are both internal and external to the organization. Contacts are with all levels of management, legal counsel, DOI payroll and technical employees, timekeepers, HRSD managers and employees to provide guidance and assistance, resolve issues, and explain policies and procedures. Responsible for troubleshooting and resolving difficult and complex problems associated payroll processing. Ensures the manager is aware of unusual issues/problems and/or non-routine matters. Qualifications To qualify for this position at the FV-I (GS/FG 13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H (GS/FG 12) level.
