Summary You will serve as a LEAD CONTRACT SPECIALIST in the Contracting Office (Code 400), Sub Repair Branch (Code 432), Industrial Repair Division (Code 430) of NORFOLK NAVAL SHIPYARD. Responsibilities You will lead and execute a wide range of contract specializations, such as acquisition planning, cost/priced analysis, negotiation, and administration. You will generate complete acquisition packages. You will prepare and issue solicitations, negotiation of terms, conditions and price. You will serve as Negotiation Team Leader for the government during complex contract negotiation. You will identify, distribute and balance workload and tasks among employees in accordance with established work flow and skill level. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting with planning development, implementation, and administration of all contractual actions required to support major multi-million-dollar programs. Experience developing pre-negotiation strategy and overseeing or conducting pre-award negotiations. Experience directing or performing post-award negotiations involving contract changes or modifications. Experience reviewing and preparing all documentation involved in executing all phases of the acquisition process, such as procurement request documentation, market research documentation, justifications for exception to competition requirements, determinations and finding documents, and price negotiation memoranda/business clearance memoranda. Experience evaluating price or cost data for pre and post award activities involving complex contractual pricing arrangements and incentives. Experience applying contract administration/termination procedures to monitor a group of contracts. Experience solving complex problems to include research, interpretation, and consultation in order to make decisions responsive to contract situations and requirements.
