Summary The Textile Care Supervisor is organizationally assigned to the Environmental Management Service at the VA Portland Health Care System. S/he reports directly to the Textile Care Manager, Environmental Management Service. The incumbent exercises both technical and administrative supervision over subordinate workers as the Textile Care Supervisor. Responsibilities The Textile Care Supervisor will be required to evaluate, assign, direct, review work operations of subordinates resolve various work-related problems while gaining the support of subordinates to obtain management and medical center policies and highest goals. Major duties include but is not limited to: Plans overall work schedules and sequence of operations on a weekly, project, or longer basis to assure an even flow and distribution of work, the expeditious handling of priority cases, and the meeting of schedules and deadlines. Revises work schedules to meet changes in workload considering factors such as peak loads, availability of manpower, and processing time requirements. Analyzes work schedules; determines manpower, tooling, material requirements, and methods to be used; plans work assignments considering trades or other occupations involved, availability of manpower and equipment deadlines, and other work projects for which responsible; and makes recommendations for short range, organizational and operational improvements. Provides information and advice to upper management on such matters as accomplishment of assigned work schedules, budget estimates, changes in production techniques and standards, rearrangement of machinery, or other related facility changes. Reviews work plans of processing, finishing, linen and uniform distribution for completeness and adherence to deadlines and regulations. Establishes deadlines, priorities, and work sequences, and plan work assignments based on general work schedules, methods, and policies set by higher level supervisors. Establishes a good working environment that encourages employees to participate in achieving management goals, thereby promoting efficient and economical work operations. Organizes, coordinates, and directs the work activities of subordinates which consists of at least 22 FTEE and are located at separate sites. Assigns work requirements as necessary to subordinates, sets deadlines and sequence of operations, directs rearrangement of space requirements and development of specialized tools and equipment as necessary. Investigates work related problems such as cost overruns or limited productivity and determines causes. Implements corrective actions within their authority to resolve work problems. Promotes and administers a variety of management initiatives and programs for the sub sections within the Textile Care Management Section, such as safety, cost reduction, incentive awards, beneficial suggestions, and quality assurance within policies and procedures established by higher authority. Coordinates leave schedules of subordinates to ensure no impact on operations, ensures correct documentation and coordination with HR for all personnel actions and conducts employee performance appraisals. Participates in establishment of local policies for achieving management objectives and goals and represents management on such matters as required. Responsible for the general administrative and supervisory personnel functions of Textile Care Management Section. Establishes and keeps current performance standards for subordinates under immediate supervision subject to approval of the MCP, Environmental Management Service and ensures that subordinate employees receive annual performance ratings. Participates in interviewing applicants for vacant positions within the unit. Makes recommendations for disciplinary actions and effectively maintains good discipline and employee morale. Responsible for the development of an effective training plan to cover employee orientation in textile processing, repair, distribution, inventory management and work practices. Assures safety and housekeeping practices are observed. Work Schedule: Tuesday - Friday, 5:00 am to 3:30pm Compressed/Flexible Schedule: Authorized. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, the ability to supervise and lead the work of subordinate workers as the Laundry Supervisor (Textile Care Supervisor). This would include evaluating, assigning, directing and reviewing work operations of subordinates; making adjustments when necessary to guarantee coverage and work completion; making recommendations in staffing needs, performance and training; promoting and administering a variety of management initiatives and programs for the sub sections within the Textile Care Management Section; and possessing extensive knowledge of the textile care processing, strong communication and writing skills. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Incumbent shall be physically fit and mentally alert at all times. Mental abilities are needed, such as memory, judgment, and ingenuity. Mental application is required (e.g., in planning and laying out work, in maintaining alertness and concentrated attention, or because of the nature of muscular and visual coordination needed). The work requires regular and recurring physical exertion such as prolonged walking, climbing, lifting, kneeling, bending, squatting, carrying, reaching over/under; and pulling, pushing, and steadying objects of varying weights, sizes, and shapes. Strain related to lack of movement such as standing in place, crouching, or stooping for extended periods of time. Works around industrial/commercial laundry equipment. Must be able to carry items that weight up to 50 pounds. The incumbent is frequently exposed to a variety of hazards, ranging from noxious gasses or fumes to biological hazards. Personal Protective Equipment (PPE) or gear may be required and must be worn when conducting inspections of maintenance or repairs. Frequently works inside areas that are usually at cold or elevated temperatures, dirty, or greasy and soiling of clothing and skin surfaces. Is exposed to noise, vibration, infectious hazards, chemicals, hazardous materials, gases/fumes, and the possibility of burns, infection, and scrapes. Hazards in working above ground level, on slippery surfaces such as washing machine area, or in crowded areas near moving vehicles or cutting tools. Work is performed mainly in a hospital environment and subject to 24-hour call as work may demand.
