Join the Minnesota Department of Health‘s Employee and Labor Relations team in this full-time, permanent position with responsibility to assist the Employee and Labor Relations Director for the administration of Labor Relations functions. In this role, you will provide guidance, support, and act as a respected business partner to supervisors and managers across the agency. The MDH Labor Relations team values professional development, creative thinking, collaboration, and proactive approaches and response to Labor Relations work.
Working as a Labor Relations Consultant you will:
Collaborate with and provide guidance to supervisors through various complex performance management situations.
Complete intake and review workplace complaints, conduct workplace misconduct investigations, handle disputes, manage grievances, and support other Labor Relations functions on behalf of MDH.
Participate in Enterprise-wide contract negotiations, as well as MDH supplemental negotiations during bargaining years.
Provide guidance and consultation to employees, supervisors, and managers in the administration of labor agreements and plans as the subject matter expert.
Maintain confidentiality and professionalism, with access to all confidential documents maintained in the Labor Relations office, and access to and use confidential bargaining strategies and data as defined in M.S. Statute 13.73.

This position will be filled at either the Labor Relations Consultant 1 or Labor Relations Consultant 2 level. Determination of classification will be made based on the selected candidates‘ qualifications and experience.

Positions are open to telework for applicants residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. There will be occasional in-person workdays where the incumbent will work in the downtown St. Paul area on occasion, based on the business needs of the unit and at supervisory discretion.
Minimum Qualifications
For Labor Relations Consultant 2:
Three (3) or more years of experience performing human resources and/or labor relations activities. Human Resources and/or Labor Relations experience must include four or more of the following:
Knowledge and experience in contract administration and interpretation, grievance processing, applying labor relations principles and practices of collective bargaining.
Knowledge and experience applying relevant State and Federal Laws, including ADA, FMLA, FLSA.
Communications skills sufficient to explain sensitive, controversial decisions to staff and leaders in a clear and concise manner.
Conducting workplace investigations on matters involving allegations of employee misconduct, policy violation, attendance, or substandard performance.
Advising management or clientele on the interpretation and application of employment policies, labor contracts, or employment laws.
Advising management or clientele on employee misconduct or performance issues and recommending courses of action based on employment policies, labor contracts, employment laws, and/or labor relations best practices.
Responding to union grievances or arbitration disputes on behalf of management.
Doctorate degree in Human Resources or Organizational Management or related field may substitute for two years of experience; Master’s degree in Human Resources or Organizational Management or related field may substitute for 18 months of experience; Bachelor’s degree in Human Resources or Organizational Management or related field may substitute for one year of experience.
For Labor Relations Consultant 1:
One (1) or more years of related experience performing human resources and/or labor relations activities. Human Resources and/or Labor Relations experience must include at least three of the following:
Knowledge and experience in contract administration and interpretation, grievance processing, applying labor relations principles and practices of collective bargaining.

Preferred Qualifications
(For Labor Relations Consultant 1 or 2)
Bachelor‘s degree in Human Resources Management, Industrial Relations, Business Administration, or related field.
Experience consulting with managers and supervisors on employee and labor relations issues.
Experience in public sector industry or government entities.
Experience working in a unionized environment handling complex union contracts.
Experience conducting employee misconduct investigations and compiling investigatory reports.
Knowledge of the State of Minnesota‘s human resources system and the Merit System standards, principles, and personnel practices.
Experience in process improvement, project management, and leading large complex projects.
Experience interpreting current employment laws, regulations, and policies.
