Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This National Guard position is for an ITSPEC (SYSADMIN) (TITLE 32), Position Description Number D1618P01 and is part of the FL HQ 101 AOG, National Guard. Responsibilities As an IT Specialist (SYSADMIN), GS-2210-09/11, you will develop, modify, and test overall system backup and recovery strategies for assigned systems. Serve as a technical focal point for the installation and configuration of hardware and software on personal computers and for personal data assistants associated with assigned systems. Serve as a systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs. Serve as a technical focal point on multiple operating systems and computer platforms. Provide technical assistance and advice to personnel involved in system design, programming, database design, and modifying commercially developed software. Analyze, evaluate, and recommend hardware/software changes to various computer systems. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. RECRUITMENT INCENTIVE: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will NTE $7,000. Payment will be a lump sum payment at the beginning of employment. Candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus. FLANG BUS Code NG0523: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 86 and the President is Mr. Robert Morgan at [email protected]. MILITARY GRADES: Enlisted; E4 thru E7. SPECIALIZED EXPERIENCE - GS09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. SPECIALIZED EXPERIENCE - GS11: Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade11. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS09- Successful completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. GS11- Successful completion of a Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency .
