International student and scholar advisors serve as experts in addressing the immigration and intercultural needs of the University's international population. They provide culturally competent immigration advising to international students, faculty, staff, scholars, and their dependents. This position is a member of the ISSS Scholar Advising team, providing expert advice and support to more than 1,200 international faculty, staff, scholars, and their sponsoring departments across the 5-campus University system on matters related to employment and immigration regulations. Primary areas of responsibility will be employment-based visas (H-1B, TN, E-3, etc.) and employment-based permanent residency. May also serve as a J-1 Scholar advisor. The anticipated salary range for this position is $52,000-$56,800. ISSS operates in a hybrid work environment. Immigration Advising and Counseling-65% -Provide expert immigration advice to international clients (faculty, staff, and scholars) with a primary focus on employment-based non-immigrant visas (H-1B, TN, E-3) and permanent residency. -Develop and maintain relationships with University departments who sponsor international faculty, staff, and scholars. Provide consultation and guidance to department administrative staff to determine employment solutions, including assessing eligibility for various visa types and instructions on application processes. -Research, interpret, and apply complex federal immigration regulations and institutional policies related to the employment of foreign nationals. -Apply counseling, human development, intercultural communication, and adult learning theories in counseling/advising to work with international clients on issues related to career, academic, intercultural, and/or personal matters. -Partner with international clients and their departments to address barriers to success. Maintain knowledge of University resources to effectively make referrals to human resources, conflict resolution, or other support services available to faculty, staff, and scholars. -Conduct advising meetings with international clients to obtain information about employment history, immigration status history, and educational background to identify paths toward meeting personal, academic, and career objectives. -Maintain a high level of expertise in employment-based visa regulations, serving as a consultant for colleagues. -Adhere to professional and ethical standards from the counseling and international education fields. -Offer creative approaches and solutions to accomplish advising goals and improve procedures and systems. Contribute to ISSS interpretation of immigration regulations and integration with U of MN policies. -Contribute to communications including newsletters for department administrators, monthly Scholar Update, and website content to share immigration policies and updates. Data Management and Document Production-20% -Prepare USCIS and DOL documents including I-129 and I-140 petitions, labor condition applications, prevailing wage determinations, labor certifications, and public access files. -Monitor and manage multiple databases including PeopleSoft, Sunapsis, and FLAG. Manage Sunapsis alerts and reports, as needed. -Coordinate with Office of Human Resources and Payroll staff on the proper input and tracking of PeopleSoft data to ensure maintenance and tracking of work authorization for foreign national employees. -Serve as a liaison to U.S. government agencies including the Department of Homeland Security, Department of Labor, and Department of State, troubleshooting issues as needed. -May be asked to serve as an Alternate Responsible Officer (ARO) for the system-wide J-1 Exchange Visitor program to maintain student, scholar, and dependent records in SEVIS. Communications, Outreach, and Programming-10% -Plan, lead, and participate in office-led social and cultural programs for international faculty, staff, and scholars. -Lead Scholar Orientation sessions. -Assist with planning and presentation of training and information sessions for international faculty, staff, scholars, and their sponsoring departments. -Assist with updating applications, forms, instruction manuals, and information materials. -Participate in office-wide ISSS events. Professional Development and Service-5% -Stay abreast of current trends and philosophies in international education, counseling, intercultural competency, and immigration advising. -Engage in professional development or creative activities in the above areas and in all aspects of effectively serving the University's international population. -Represent and promote ISSS, the Global Programs and Strategy (GPS) Alliance, and the University by providing information and presentations to various audiences. -Participate in professional organizations such as MIE and NAFSA, attending conferences and events as needed. -Service on ISSS, GPS Alliance, and/or University committees, as needed. -Supervise student employee(s), as needed. Qualifications Required Qualifications: -Bachelor's degree in international education, law, human resources, counseling or a related field plus 4 years of relevant professional experience, or Master's degree in international education, law, human resources, counseling or a related field plus 2 years of relevant professional experience. -Strong interpersonal, written, and oral communication skills. -Excellent attention to detail and ability to manage high workload with sensitive deadlines. -Excellent problem-solving and critical thinking skills. -Strong technical ability and skills. -Ability to work and communicate effectively with a diverse team of people. -Work, study, travel abroad, or relevant domestic multicultural experience. Preferred Qualifications: -At least two years of experience serving as an international advisor/counselor or case manager in a higher education or similar setting. -Working knowledge of non-immigrant student, scholar, and employment-based visas (F-1, J-1, H-1B, E-3, etc.) and/or employment based permanent residency processes. -U.S. citizen or legal permanent resident to serve as ARO, per federal government requirements. -Experience with Sunapsis and/or PeopleSoft. -Ability to effectively present information at workshops or training seminars. -Demonstrated ability to organize and coordinate programs. -One or more language competencies in addition to English.
