About INTERDISCIPLINARY ENGINEER/ARCHITECT (CONST MGR)

  Summary You will serve as a INTERDISCIPLINARY ENGINEER/ARCHITECT (CONST MGR) at the RESIDENT OFFICER IN CHARGE OF CONSTRUCTION (ROICC) OFFICE of NAVFAC NORTHWEST in support of the Shipyard Infrastructure Optimization Program (SIOP)NAVFAC NORTHWEST. This is an interdisciplinary position which will be filled by one of the following job series: General Engineer (0801) or Architect (0808). Responsibilities You will function as a senior experienced and independent engineer/architect and provide expert construction engineering and management advisory services. You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts. You will manage multiple priorities and independently develop and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts. You will manage complex and challenging construction projects in various geographic locations in support of Navy, Marine Corps and other agency clients with critical, time-sensitive missions and functions. You will participate in pre-award contract meetings and constructability reviews. You will serve as the technical representative in matters involving contract modifications and claims. You will serve as lead technical support for claims/disputes/terminations processing, negotiation and resolution on assigned contracts. Requirements Conditions of Employment Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) or Professional Architect (RA) if applying to the General Engineer (0801) and/or Architect (0808). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement? *NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing a wide variety of functions to monitor and maintain progress, and ensure safe, high quality and timely completion of construction contracts within the approved project budget; 2) Enforcing contract compliance with all contractual requirements regarding project delivery, project schedules, and time and cost management; 3) Reviewing of quality control plans and procedures and assessments of contractor performance through regular field surveillance and daily documentation procedures; and 4) Working with customers, contractors, designers, quality assurance, and NAVFAC Field Engineering Command personnel to determine appropriate direction and/or changes necessary to the contracts to provide the customer with fully functional facilities Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series AND https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
