Responsibilities As a Human Resources Specialist, you will provide advice, guidance, and assistance in assigned offices to staff, supervisors, and managers in the area’s employment, staffing, merit selection, position management and classification, pay setting, awards, and performance management. As a Human Resources Specialist, GG-0201-12, you will be responsible for: Provides day-to-day staffing services for agency staff and managers. Determines, together with selecting officials, qualifications requirements and other important employment aspects. Prepares and disseminates vacancy announcements. Certifies appropriate candidates and makes formal employment offers. Evaluates personnel action requests including promotions, reassignments, and separations. Consults with and advises agency staff and management on matters pertaining to salaries. Ensures that annual performance appraisals for employees, when assigned, are in compliance with the law and regulations which govern the Performance Appraisal system and oversees the input of appropriate data into the agency database. Ensures that information relative to assigned actions is input into agency databases (e.g., Federal Personnel Payroll System (FPPS); Automated Announcement System (Enterprise); Workforce Transformation Tracking System/Entrance on Duty System (WTTS/EODS) and that the information is updated and maintained as required. Provides input for critical agency reports (e.g., Biweekly Staffing Projections, EOD/Loss report, etc. As a Human Resources Specialist, GG-0201-13, you will be responsible for: Provides responsive advice and assistance to management on a wide range of human resources issues and problems. Initiates, implements and reviews a variety of difficult and complex staff work assignments at the request of the client office. Develops new and innovative human resources policies and procedures to assist management with critical human resources problems. Holds discussions with management and supervisory officials to plan, promote, and implement human resources management functions based on organizational needs; to develop a better understanding and appreciation for effective human resources concepts and practices; and to explain revised human resources policies and procedures. Provides professional assistance in arriving at acceptable alternatives for accomplishing immediate and future human resources requirements of the office. Provides day-to-day staffing services for the staff and employees of assigned offices. Determines, together with selecting officials, qualification requirements and other important employment aspects. Prepares and disseminates vacancy announcements. Evaluates, with selecting officials, candidate qualifications providing professional assistance in all stages of the selection process. Certifies appropriate candidates and makes formal employment offers. Evaluates personnel action requests including promotions, reassignments, and separations. In collaboration with operating officials, endorses appropriate action. Consults with and advises supervisory staff and employees on matters pertaining to salaries. Analyzes salary exception requests; advises on salary adjustments and increases. Reviews and analyzes positions of assigned offices to determine proper title, series and grade, and advises managers and supervisors on position management issues. Conducts on-site audits and reviews as required. Assists managers and supervisors in the development of adequate position descriptions. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. ALL GRADES (Commensurate with grade level) Ability to solve human resources challenges and problems by conducting research, interpretation, and analyses of applicable laws, regulations, and polices. Resolves problems by developing recommendations and proposing innovative solutions. Ability to effectively communicate technical human resources issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership). Examples may include: writing standard operating procedures or other instructions, writing reports to the Office of Personnel Management, writing classification evaluation statements, informal or formal presentations to audiences of different sizes and levels. Knowledge of utilizing human resources information systems and software applications (e.g., automated hiring systems and assessment tools, Electronic Official Personnel Folder (eOPF), automated on-boarding systems (WTTS/EODS), personnel action processing systems (DOI, FPPS, NFC), electronic SF-52 systems, personnel reporting systems (staffing plans, FTE reports, recruitment tracking systems), etc.). SPECIALIZED EXPERIENCE FOR GG-12: One year of specialized experience at the GG-11 grade level or equivalent. SPECIALIZED EXPERIENCE is defined as: Experience which provided knowledge in Federal human resources operations and policy in the areas of: 1) staffing and placement OR 2) position management and classification (e.g., recruitment, workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, position classification evaluation, executive resources). This experience must demonstrate a thorough knowledge of Federal human resources regulations, policies, practices, and procedures. FOR GG-13: One year of specialized experience at the GG-12 grade level or equivalent.
