  Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:You must have a bachelor's degree* or higher. All candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply.Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Candidates are responsible for the evaluation fee.COMPETITIVE MINIMUM QUALIFICATIONS:REASSIGNMENT QUALIFICATIONS: Current Department of Civil Service employees with one year of permanent, contingent-permanent, or 55 B/C service as a Human Resources Specialist 1 (Staffing) or Human Resources Specialist Trainee 1 or 2 (Staffing). If you have less than one year, you must be currently reachable on the Human Resources Specialist 1 (Staffing) or Human Resources Specialist Trainee 1 (Staffing) eligible list for the Albany location.70.1 TRANSFER QUALIFICATIONS:One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service. 52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be administrative by Civil Service.70.4 TRANSFER QUALIFICATIONS:Current New York State employee with one year or more of permanent, contingent-permanent or 55B/C service in a position allocated to a Grade 11 or higher and who has passed the PCO exam and has a bachelor’s degree may be eligible for appointment.Note: 70.4 candidates must NOT have failed the most recent PCO exam.SUBSEQENT 55 B/C TRANSFER QUALIFICATIONS:A subsequent 55B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in a position allocated to Grade 11 or higher and have a current Civil Service 55B/C approval letter.Note: For all transfers noted, a comprehensive list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. 55 B/C QUALIFICATIONS: Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered.   Duties Description The Staffing Services Division (SSD) is responsible for assisting State agencies with staffing New York State partner agencies. To better serve our partner agencies and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in state operated computer-based testing centers and this position will help play an important role in ensuring the success of this new approach to examinations. • The Staffing Line Section of SSD serves state agencies by providing appointment and recruitment solutions to meet hiring needs as well as providing customer service to examination candidates and job seekers. • The Continuous Recruitment Section of SSD assists in the development of continuous recruitment examinations and specialized hiring programs that will transform the New York State recruitment and hiring process.The Human Resources Specialist 1 (Staffing) / Trainee 1/2 duties in Staffing Service Division will work under the supervision of a Human Resources Specialist 2 (Staffing). The incumbents of this position will be responsible for, but not limited to the following:• Providing merit system advice and guidance to assigned State agencies via phone call, email, and in writing.• Assisting agencies with the interpretation of Civil Service laws, rules, regulations and policies.• Reviewing minimum qualifications, open competitive examination applications, and provide customer service to applicants, candidates and agencies. • Monitoring, reviewing, and processing personnel transactions.• Review, research and make recommendations on Department of Civil Service and Civil Service Commission matters.
