  Currently, ManTech is seeking a motivated, career and customer-oriented Human Capital Solutions Portfolio Lead. This position is a remote opportunity.

  ManTech’s Digital Transformation Division (DTD) is seeking a dynamic, proven senior leader to serve as the Portfolio Lead of Human Capital Solutions (HCS) Program. In this capacity, you will be responsible for expanding our position as a leading Federal Implementer of improved business processes and digital transformation solutions that enable mission outcomes for our customers. Our HCS Portfolio Lead reports to our Mission Support (MS) Practice Director and works with MS Digitalization Lead, Subject Matter Experts (SMEs), Luminaries, and Growth Lead to execute responsibilities.

  Responsibilities include, but are not limited to:

  Responsible for managing all operational activities for our Human Capital Solutions (HCS) Program.

  Responsible for definition of Solution Offerings (e.g., Talent Acquisition, Learning Management, Career Development, Workforce Planning, Succession Planning, HR Technology Strategy, Integrated HR Service Management, Mobile HR Applications, and HR Data and Analytics) for the practice in alignment with practice, division, and overall corporate strategy.

  Growth Management . Leads all HCS Program growth activities to include:

  Responsible for HCS growth strategy development.

  Responsible for marketing content creation for the HCS capabilities and solutions.

  Responsible for customer engagement through the stages of the growth process, direct contact with Target Buyers for each Solution Offering, including key stakeholder briefings.

  Responsible for opportunity identification/maturation/movement through gate review process and stages of capture, proposal development and closing.

  Program Execution . Leads team of Project Managers and leverages MS Digitalization Lead and DTD PMO resources in executing awarded contracts with activities to include:

  Accountable for all aspects of the program/project over the entire project lifecycle (initiate, plan, execute, control, close).

  Plan, staff, budget, and direct one or more program(s) to ensure the timely delivery of contractual commitments to customers.

  Accountable for program/project staffing, resource management, and performance management. .

  Responsible for vendor and partner management on all assigned projects.

  Gathers pre-implementation and post-implementation facts (from customer stakeholders) to document Business Case, outcomes achieved, and ROI delivered.

  Prepares strategic reviews of project status with leadership.

  Effectively coordinates risks and opportunities to leadership.

  Obtains customer validation of outcomes achieved and ROI delivered.

  Documents Past Performance write-ups.

  Accountable for program growth within existing projects as well as identification of new growth within current customer account.

  Thought Leadership . Responsible for Thought Leadership within the HCS Program to include all aspects of Technology and Innovation, Research and Development (R&D) and Intellectual Property creation.

  External Outreach . Works with external stakeholders to include platform vendors, business partners (subcontractor network), and industry forums to execute responsibilities.

  Responsible for leading HCS platform vendor management to include strategy development/execution with support from MS Digitalization Lead and ManTech’s Innovation and Capabilities team.

  Responsible for leading HCS business partner network development to include strategy development and execution.

  Responsible for leadings engagement with industry and professional associations in relevant HCS industry forums, including but not limited to:

  Society for Human Resource Management (SHRM)

  International Association for Human Resources Information Management (IHRIM)

  Armed Forces Communications & Electronics Association (AFCEA)

  Talent Management . Responsible for full lifecycle of HCS talent management, talent development, and employee experience for the Practitioners under your responsibilities to include career path definition, workforce planning, recruitment, talent development, resource management, performance management, and rewards and recognition with support from our People and Culture team. 

  Other Relevant Responsibilities .

  Highly collaborative role requiring interface with our other MS and DTD Program Managers, Subject Matter Experts, Independent Consultants and Luminary networks.

  Visible/vocal leader in corporate meetings and events, and strong contributor to company culture and continuous reinvention.

  Example for others in personally exhibiting behaviors of our corporate principles daily.  Leads HCS Program in accordance with these behaviors, holding others accountable to our standard.

  Maintains impeccable business integrity throughout all functions. 

  Basic Qualifications

  12+ years of relevant experience.

  Experience with Federal capture and proposal development with a track record of successful awards.

  Experience managing and executing Federal Human Resource Management programs.

  Proven success in delivering successful outcomes on Federal HCS organizational and technology transformation projects.

  Experience managing/leading consulting teams or centers of excellence larger than 20 people.

  Verifiable ability to attract, enable, development and retain top data talent.

  Bachelor’s degree in Business, Human Resource Management, Information Systems or related degree.

  Preferred Qualifications

  A master's degree in a relevant business or technical field.

  Strong professional network within the DoD and Federal Agency Human Resources community.

  Experience implementing IT solutions within the DOD and other Federal Agencies.

  Active U.S Government Secret clearance.

  Physical Requirements:

  Must be able to remain in a stationary position 50%

  The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

  Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer

  The projected compensation range for this position is $130,500-$217,500. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, ManTech invests in it’s employees beyond just compensation.
