Your Specific Responsibilities:
This is an administrative level position that directs the Epidemiology program which includes the development and maintenance of a robust community health status and assessment system and the development of emergency plans and response systems related to communicable diseases and disaster related surveillance and data systems. Direction of this department includes supervision, program evaluation, strategic planning, data analysis, report writing and partnership development. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position is at risk for exposure to Respiratory pathogens (Low Risk Category) under OSHA guidelines and requires annual TB Assessment which may include an Interferon-Gamma Release Assay (IGRA) test or TST. This position reports to the Senior Public Health Services Manager.
Major Tasks:
Manages the daily operations of the Epidemiology program to ensure completeness of investigations in accordance with Florida Statutes, Florida Administrative Code (FAC), Programmatic and CDC surveillance guidelines to include: investigation of reportable diseases, direction of local epidemiologic projects, and the development of business processes and local diseases control protocols. Prepares and directs the collection, analysis and reporting of epidemiologic and surveillance data. Develops and maintains epidemiologic components of the Collier Emergency Management Plan (CEMP), Influenza Pandemic Plan and the Continuity of Operations Plan (COOP). Actively participates in DOH-Collier strategic planning development and implementation. Develops program goals and objectives in alignment with State and Local Health Improvement Plans and Strategic Plans. Develops and implements a written plan for monitoring and tracking the health status of the community to include communicable diseases, non-communicable diseases, health outcomes, health factors and health behaviors. The plan is to include work processes and timelines for compiling, analyzing, reporting and disseminating community health statistics and status reports.Prepares, monitors and manages the Epidemiology program budgets.
Develops a network of agencies and health professionals required for a robust disease surveillance system (communicable and non-communicable diseases).
Supervises the Epidemiology program staff and ensures a competent, trained epidemiology work force at the DOH-Collier through supervision, coaching and education.
Participates in agency Quality Improvement (QI) activities. Develops and implements a QA/QI program to improve the effectiveness and efficiency of surveillance systems and communicable disease investigations for the Epidemiology program and to improve client outcomes.
Assures compliance with PHAB Accreditation Standards for Epidemiology program and assists in preparation for PHAB accreditation and re-certifications.
Author, review, edit health alerts, newsletters, articles, public health alerts and advisories and education materials.
Serves as epidemiology subject matter expert for media inquiries.
Coordinates the epidemiology response for emerging infectious diseases. Serves as primary liaison with community partners, and provides educational presentations for partners, county residents and visitors.
Coordinates the epidemiology response after a disaster including disease surveillance, investigation and reporting, specimen collection, infection prevention recommendations, community education and communication with Central Office.

Qualifications:
Required:
Five years’ experience working in an epidemiology program.
Current Florida driver’s license and reliable transportation for business related travel.
Computer Software – demonstrated proficiency in the use of: HMS, ESSENCE, Word, Excel, Epi Info and Merlin within 12 months
Emergency Duty– Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Employee may be deployed to other areas if needed.
Required Disaster Training: ICS 100, 200, 700, 800, 300 & 400 to be completed within 90 days of employment.
Information Custodian – This position is responsible for maintaining information for the following data sets in accordance with state and federal statuses, rules, regulations and Department of Health policy as it relates to information custodian: Epidemiologic investigation records.
N-95 Mask – ability and willingness to wear an N-95 respirator
Preferred:
Bachelor of Science in Nursing and active Florida nursing license or Masters Degree of Public Health.
