Minimum Qualifications Reassignment: Current New York State Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS) or Health Program Administrator Trainee 2 (NS). Transfer: New York State employee with one year of permanent or contingent-permanent service in a title at or above a G11 and eligible for transfer to Health Program Administrator (G18) Health Program Administrator Trainee 1 (NS) or Health Program Administrator Trainee 2 (NS) under Sections 52.6 or 70.1 of the Civil Service Law. Public Candidates: qualified 55-b/c candidate in possession of a bachelor's or higher degree.Preferred Qualifications: Experience planning, implementing, or supporting evidence-based public health chronic disese prevention activities at the state or local level. Experience working with other state agencies; coalition and/or stakeholder groups; and working with diverse groups of state or local partners. Experience with Microsoft Office software applications, specifically Word, Excel, and PowerPoint. Excellent organizational, written, and oral communication skills. Experience with state contract and grant management. At least one year experience managing state contracts through the Grants Gateway or State Financial System. Experience providing public health program guidance to support grant deliverables, using contract reports and tracking systems. Training in racial justice and health equity.
Duties Description The Health Program Administrator (HPA) will provide administrative and programmatic support to programs within the Bureau of Community Chronic Disease Prevention and support the asthma deliverables of the Maternal Child Health (MCH) Block grant. This includes assisting with the coordination and management of internal and external partner meetings, developing agendas and compiling minutes for routine conference calls and meetings, monitoring NYSDOH website and working with program staff to update as needed, assessing training and technical assistance needs of contractors for program and diversity, equity, inclusion, and social justice (DEI) components, overseeing contractors in their work to implement and complete deliverables, working with contractors to develop annual budgets and work plans in accordance with grant deliverable, contributing to MCH reporting and other duties in support of program deliverables.
Additional Comments Contingent-Permanent, full-time appointment. Transfer candidates may be asked for a social security number to verify transfer eligibility. The position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeship salaries are non-statutory, resulting in Salary Grade 18 upon completion.
