About Health and Safety Manager

  ASRC Federal Communications is proud to support the United States Air Force, Pacific Air Forces (PACAF) who provides continuous unrivaled air, space, and cyberspace capabilities to ensure the Nation’s stability and security. Our teams of operations, maintenance, and hospitality professionals support daily operations across the Pacific. Our onsite employees live and work at Eareckson Air Station and King Salmon Station in Alaska, and Wake Island Air Station, located in the central Pacific.

  The Health and Safety Manager position is based in Anchorage, Alaska; however, if the candidate does not live in Anchorage work-from-home is an option. Regardless of the candidate’s home base, this is a forward deployed position, and the candidate will spend six to nine months per year at the three mission support locations: Eareckson Air Station, King Salmon Air Station, and Wake Island Air Station.

  Duties and Responsibilities

  Plans, implements, and coordinates a comprehensive health and safety program to reduce or eliminate occupational injuries, illnesses, deaths, and financial losses.

  Identifies and appraises conditions which could produce accidents and financial losses and evaluates potential extent of injuries resulting from accidents.

  Conducts or directs surveys to identify hazards and evaluate loss producing potential of given system, operation, or process.

  Develops accident-prevention and loss-control systems and programs for incorporation into operational policies of organization.

  Coordinates safety activities of unit managers to ensure implementation of safety activities throughout organization.

  Develops, coordinates, and chairs employee safety committees with the goal of enfranchising employees in daily health and safety activities and processes. Coach, mentor and facilitate site safety committees. Ensure meeting minutes are written and distributed. Ensure actions identified in the meeting are tracked to closure.

  Compiles, analyzes, and interprets statistical data related to exposure factors concerning occupational illnesses and accidents and prepares reports for information of personnel concerned.

  Maintains liaison with company fire departments and customer health and safety personnel for information exchange and mutual assistance.

  Devises methods to evaluate safety program and conducts or directs evaluations.

  Evaluates technical and scientific publications concerned with safety management and participates in activities of related professional organizations to update knowledge of safety program developments. May store and retrieve statistical data, using computer.

  Ensure compliance with company health and safety programs and procedures to ensure a safe workplace for all employees, contractors, and visitors.

  Actively verify that employees comply with Safety Rules, JHAs, Safe Job Briefings, and State and Federal Regulations.

  Evaluate, develop and revise company-wide safety management and hazard elimination / prevention programs and procedures.

  Implement company H&S training programs for facilities. Arrange, coordinate and perform health and safety training, including new employee (onboarding) orientation and ongoing training programs.

  Conduct facility H&S inspections and address identified deficiencies.

  Serve as company point of contact for communication, documentation and reporting to all agencies.

  Maintain accurate filing system for H&S records, including permit applications, permits, records, operating logs, test reports and monitoring reports.

  Maintain internal reporting and information systems and communicate non-compliance events, public/media issues, and H&S testing/inspection activities to facility and corporate personnel.

  Compile Incident Management report for each incident. Lead root-cause evidence gathering perform evidence collection and stakeholder meetings.

  Coordinate Industrial Hygiene (IH) and Medical Surveillance Programs.

  Plan, evaluate and critique emergency and Confined Space Drills with onsite fire department and emergency service and to participate in drills annually.

  Communicate clearly and concisely both verbally and in writing.

  Evaluate, recommend, and procure PPE and equipment.

  Post OSHA 300 logs annually and complete all reporting requirements within 7 days after the employee has returned to work.

  Participate in corporate conference calls.

  Proficiency with MS Office, Word, and Excel; company information management systems; and agency reporting software.

  Strong work ethic and sound judgment

  Ability to prioritize work, manage stress, work autonomously, and accept constructive feedback.

  Ability to work effectively in adverse environmental conditions, including wet or humid conditions, airborne particles, potential exposure to dust, and chemicals, varied temperatures and outdoor weather conditions, and noise in the work environment.

  Team player spirit and ability to enhance employee morale.

  Perform other duties as requested and/or assigned.

  Requirements :

  Minimum Qualifications

  Bachelor's degree in occupational health and safety, Industrial Hygiene, Engineering, Construction Management or other related discipline

  Minimum of 10 years' experience in health and safety management on construction sites or facility maintenance sites.

  Prior experience working with local, state and federal regulatory agencies.

  Must be a US citizen or US national and have the ability to pass a National Agency Check with Inquiries (NACI).

  Possess or successfully obtain required local, state, federal, environmental and/or health/safety regulatory agencies licenses.
