About Grants Management Specialist

  Summary This position is located in the U.S. Department of Justice, Office on Violence Against Women. The incumbent will be responsible for development and implementation of grant programs related to domestic violence, dating violence, sexual assault and stalking. Remote work may be approved for applicants outside the Washington, DC commuting area. Candidates located within the Washington DC locality area will be required to report to the worksite but may telework in accordance with agency policy. Responsibilities The duties and responsibilities for a 1109 Grants Management Specialist generally include, but are not limited to, the following: Advises and develops policies and programs related to the prevention of domestic violence, dating violence, sexual assault, and stalking. Reviews applications for grant assistance. Develops grant program solicitations related to domestic violence, dating violence, sexual assault, and stalking. Administers grants after award, including necessary site monitoring activities, ensuring compliance to legislative mandates and other requirements. Provides guidance and advice on grant and/or cooperative agreement policies and regulations that required considerable adaption and/or interpretation for application to complex issues and programs. Serves as an organizational spokesperson at public meetings, briefings, workshops, and program activities on violence against women issues. Requirements Conditions of Employment Qualifications To qualify for the position of Grants Management Specialist at (GS-1109-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing most of the following duties: Assisting with programs that address domestic violence, sexual assault, dating violence, sex trafficking, homicide, stalking, social justice issues, or victim protection programs. Ensuring grant rules and regulations, to include grantee/awardee compliance, are followed. OR Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree in related field of study. OR Some specialized experience as described in A, but less than one year; and have more than two years but less than three years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify). To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing most of the following duties: Providing advice and guidance on a variety of grant management programs, policies, regulations, procedures, and practices, relevant to grant programs addressing any of the following: domestic violence, sexual assault, dating violence, sex trafficking, homicide, stalking, social justice issues, or victim protection programs. Ensuring grant rules and regulations, to include grantee/awardee compliance, are followed. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
