About Grants Management Officer

This position's work location is fully remote however, the selected candidate may only work remotely from a New England state (ME, VT, NH, MA, CT, RI).

The Grants Management Officer II is responsible for providing expertise in the area of pre-award grants management.

The role will work with the Pre-award Manager and Pre-award Assistant Director of Grants and Contracts in the management and oversight of assigned portfolio of the externally funded research program at DFCI. They will review and interpret federal and state regulations and institute policies as it relates to grants management.

The Grants Management Officer II protects the Institute from non-compliance with sponsor policies and Institute policies and therefore must be proactive in dealing with all aspects of grants management.

The Grant Management Officer II will serve as an Ambassador to educate team and community on a sponsored research subject matter.

Pre-award

Work with research departments of assigned portfolio in the development and submission of compliant grant and contract applications.

Review administrative sections of grant and contract applications for completeness, accuracy and compliance with DFCI and sponsor policies and procedures.

Review grant application budgets and other documents for accuracy and applicability of institute’s fringe and indirect cost recovery. Possess basic knowledge of indirect costs calculations.

Serve as liaison with external sponsors on grant-related administrative issues throughout the proposal submission and award acceptance process.

Manage requests for post-submission documents, ensure completeness and accuracy with sponsor’s request before advancing to Authorized Organization Representative (AOR) for submission to sponsor.

Independently review and submit accurate and compliant JIT documents. Manage follow-up communications with the sponsor.

Maintain InfoEd data integrity of applications and internal and external communications.

Post-Award (Non-Financial)

Review terms and conditions of awards for acceptability and compliance with institute’s policies and guidelines; negotiates terms with sponsors as needed. Alert supervisor when negotiations are significantly delayed or stalled.

Prepare and negotiate subcontract agreements with minimal guidance for awards that contain projects outside of DFCI assuring that agreements include all necessary provisions to allow for compliance with DFCI and sponsor policies and procedures.

Initiate account set-up following GC business practice for timely and document management.

Work with department and division administrators, investigators and research accounting in the resolution of budgetary problems, making sure that resolutions assure continued compliance with sponsor and DFCI guidelines for award set-up and reporting.

Manage the review and timely submission of annual and final progress reports to sponsor.

Stay current with federal, non-federal regulations, policies and processes.

Work on other projects and duties as assigned.

High School Diploma or equivalent and 5 years of relevant experience; OR

Associate’s degree and 4 years of relevant experience; OR

Bachelor’s degree and 3 years of relevant experience.

Other Skillsets:

Competent working knowledge of NIH, DOD, NSF in an academic medical center or equivalent setting preferred.

Competent working knowledge of databases related to research, electronic research administration procedures.

Excellent written and verbal communication skills with the ability to write and edit complex material; strong relational and interpersonal skills; flexibility and professionalism in coping with a deadline-driven working environment.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Computer literacy: Proficient with new applications and software programs. Proficiency with Excel/Google Sheets preferred. Proficient experience working with InfoEd or similar databases is essential.

Organization: Proficient with electronic document and email file storage. Able to complete projects with proficiently, accurately and on time. Proficient at prioritization and managing multiple priorities simultaneously.

Customer Service: Provides excellent written and verbal communication. Demonstrated proficiency with listening, inquiry, follow-up, and problem-solving skills.

Critical Thinking: Demonstrated proficiency assessing increasingly complex situations and developing solutions. Proficient analyzing grant data through research, comprehension and application of regulations, policies, and procedures including NIH and other Federal, state and foundation regulations. Ability to work independently with minimal supervision.

Financial: Proficient with cost principles. Proficient with review budget portion of application to ensure compliance with regulations, policies, and procedures.

Teamwork and Collaboration: Proficient in cultivating relationships with department research staff and central departments.

Institute operations and processes: Proficient at directing department research administrators to appropriate departmental and institutional resources, including inquiries with sponsors when published instructions require clarification.
