  Summary

  The Global Head of R&D External Collaboration & System Portfolio Lead is responsible for building, deploying, and running a Global Strategy for R&D Application Demand Mgmt. and Portfolio Planning regarding all Development applications. The focus will be on developing a formalized, harmonized approach to capturing, categorizing, trending, measuring, predicting, escalating, mitigating and recycling learnings regarding the Demand and Portfolio Mgmt. processes within and across functions for R&D along with ties to other Functions (e.g., QA, CSPV,DX IT), Corporate and the external landscape. Analytical Resource Management will focus on implementing a data driven approach to optimizing resource planning, deployment, productivity and costs through a outsourced based service delivery mode. Integrated R&D Application System Project Portfolio Management -Plan for and manage the annual Application system planning cycles and ongoing demand processes. -Define, measure, and report on the Application system portfolio KPIs and metrics to ensure overall portfolio health and identify trends and improvement areas. -Ensure optimal resource allocation and forecasting to meet R&D Application System portfolio objectives. -Manage the production of executive level reports and visualization of data to help ensure alignment of the Application system project portfolio and department objectives with the organization's strategic goals -Align with R&D business functions R&D Finance and DX IT as needed on a regular basis. Application System Strategy, Governance, and Stakeholder Partnership -Contribute to the evolution of Global and Regional enterprise SDLC / PPM governance, processes, and systems. -Engage with external functions (QA, DX IT) to drive improvements to the overall strategy around portfolio & demand mgmt. processes and tools to create global integrated processes. Application Demand & Portfolio Planning Systems, Frameworks, and Standards -Conduct regular, detailed interactions with Propel platform service providers as part efforts to continuously improve the system and processes throughout the year.

  Responsibilities

  Assist Global Head of Strategy Operations regarding the RD DX Investment Board with IT Project Budget Govrnance, System Strategic Roadmap and Top Dialogue content mgmt. Proactively identify potential changes to the total project cost and the fiscal year budget impact to ensure sound fiscal accountability with regard to RD IT projects.

  Responsible for the development of the IT Investment Strategy, Business Rationale and Financial Analysis in partnership with Global System Owners and Corporate IT of various IT related programs and activities. Advise, consult and partner with senior executives to identify and target business process opportunities that yield the most ROI and are aligned to the corporate objectives, information technology solutions, investment portfolio management and business priorities. Lead the facilitation and creation of business cases for IT investments and assist with prioritization along with the senior leaders within the organization.

  Strategy Partnership-Define strategy and roadmap for deployment across all Demand Mgmt. , Portfolio Planning and Application System Resource Mgmt.-Establish linkages/line of sight between functional and geographical differences/opportunities along with connection point to other Non-RD functions and Corporate.-Initiate baseline inventory/need assessments surrounding existing functional processes, people and systems with impact on above three areas.-Design and deliver appropriate operating model, governance and ways of working to effectively deliver these capabilities across RD

  Responsible for leading and supporting the annual Global RD System Prioritization process in partnership with RD functions and Corporate IT.

  Responsible for defining, managing and delivering the various collaboration workstreams between DS and external collaboration partners (AZ,MERCK etc.).

  Demand Mgmt.-Evaluate existing Demand mgmt. processes functionally, locally, globally, organizationally and externally.-Develop technical solution for centralized Demand Mgmt capture, reporting and analytics utilizing ProPel system.-Harmonize grading, categorization and standardization of Demands.-Formalize process for escalation with clear roles and responsibilities.-Develop analytical approach in partnership with DX IT functions to predict, trend and measure effectiveness and execution.-Develop vehicle working with Business Application Training / OCM Lead to socialize learnings, change the culture/mindset and build new content to avoid repeated risks issues.-Maintain a pulse on external landscape, Health Authority focus and emerging risk areas.

  Portfolio Planning-Evaluate existing inventory of processes within and cross function, seeking optimization, synergy, gaps simplification.-Connect with existing process groups (DX IT) to understand challenges, opportunities, compliance and priorities.-Search for opportunities to automate processes which are manual, labor intensive through the use of data and technology.-Re-design processes which are broken, outdated, time and cost laden and measure impact of change.-Create clear linkages between Processes, Systems and Roles-Develop and mature the Portfolio Mgmt. governance model in collaboration with DX IT to ensure robust and timely view regarding the performance of the portfolio.

  Education Qualifications (from an accredited college or university)

  Bachelor's Degree required

  Master's Degree preferred

  Experience Qualifications

  10 or More Years experience in Organizational Change Management and Business Transformation Management methodologies required

  4 or More Years experience in the cross-department mgmt. of system portfolio delivery from external delivery partners required
