ROLE SUMMARY
As a member of the Chicago Department of Public Health Disease Control Bureau, the GIS Database Analyst generates data and processes that drive intelligence needed to effectively plan for and respond to public health emergencies, including the COVID-19 pandemic, in Chicago, Illinois. This position will use Geographic Information Systems (GIS) software to build and maintain GIS databases and perform complex spatial analysis. This position will additionally oversee the operation and maintenance of GIS servers, applications, and related services to support the modernization of the agency’s approach to disease surveillance and outbreak response.
ESSENTIAL DUTIES & RESPONSIBILITIES
Data Management. Uses GIS and other database technology to analyze and assess various data sets for accuracy, completeness, and usability in the City's GIS system. Develops procedures for converting data into GIS format. Creates protocols for integration and extraction of GIS data. Resolves issues related to conflicting data by restructuring or developing new data sets. Verifies compliance of data sets with the City's GIS systems requirements. Develops and maintains standards for GIS databases to ensure the integrity and agreement between GIS data sets. Performs spatial analysis to support decision-making.
GIS User Support. Trains users on GIS applications. Troubleshoots problems encountered by users related to GIS database operations.
Additional duties may be required for this position.

Days: Monday - Friday
Hours: 8:30AM – 4:30PM

Qualifications:
MINIMUM QUALFICATIONS
POSITION REQUIREMENTS
Education and Training
Bachelor's degree in Computer Sciences, Information Technology/Systems, Geography, Urban Planning.
Experience
Three years of experience working with GIS data sets, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.
OTHER SKILLS, ATTRIBUTES, AND ABILITIES
Knowledge of methods and techniques of database analysis and design (e.g., geographic data processing and cartographic methods and procedures)
Proficient in Geographic information systems including hardware, software (e.g., ArcGIS), and communication technologies
Familiarity in programming logic, data manipulation, and integrated environments
Understands web design and data visualization design principles and technologies
Experience using census files
Familiar with operation and installation of hardware and peripheral equipment
Understanding of computer operating systems
Well-informed about data security policies and processes
Practiced in space management, file back up, and restoration/disaster recovery techniques
Understand web design principles and technologies
Knowledge of IT systems development practices, standards, and procedures
Experience/interest in public health
Awareness of applicable City and department policies, procedures, rules, and regulations

This position is funded by a federal grant. These funds may be extended, but CDPH cannot guarantee this position will be funded past July 2026.
