  Summary The primary purpose of this position is to serve as the Senior Installations Integrated Planning Technical Advisor providing policy, oversight, operational expertise, technical and management work in support of projects/programs pertaining to installation planning, installation divestment, base realignment and closure (BRAC). Responsibilities Serves as the strategic and integrated planning advisor/technical expert consultant and represents the DAF in matters relating to enterprise-wide installations activities and discussions with the SAF, HAF, DoD agencies, Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), MAJCOM, and outside agency staffs. Establishes, interprets, and implements policies, guidance and procedures to provide oversight and management of SAF/IEI authorities pertaining to installation planning, installation divestment, base realignment and closure (BRAC), national environmental policy act (NEPA) and environmental impact analysis process (EAIP), joint basing, basing strategy and posture, and range airspace and planning. Represents the concerns of the Department of the Air Force at senior strategic meetings and conferences; prepares staff studies and various documents to meet special needs; develop and gives oral presentations; leads and/or serves on steering committees. Identifies and leads the need for special projects directed by the SecAF, CSAF, SAF/IE, or SAF/IE, characterized by unusual managerial complexities and demands as well as substantial uncertainties and risk. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT: Community Planning Series 0020: Community Planning Series 0020 (opm.gov) Biological Science Series 0401: General Natural Resources Management and Biological Sciences Series 0401 (opm.gov) General Engineer Series 0801: all-professional-engineering-positions-0800.pdf (opm.gov) Architecture Series 0808: Architecture Series 0808 (opm.gov) General Physical Science Series 1301: General Physical Science Series, 1301 (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices. Ability to plan, organize, and develop studies or projects. Ability to negotiate effectively with management to accept and implement recommendations where proposals involve substantial DAF resources, requires extensive changes in established concepts and procedures, or maybe in conflict with previous actions. Mastery of multi-disciplinary professional engineering concepts, principles, and practices applicable to the full range of engineering duties and extensive familiarity with other engineering disciplines, related areas/functions and technical program management. Knowledge of project management plans including milestones and documentation. Expert knowledge and abilities applicable to a wide range of strategic basing duties. Ability to apply the standard practices of related disciplines as they relate to programming. Mastery of the concepts, principles, practices, and regulations that apply to DoD/DAF strategic basing, integrated planning, NEPA/EAIP, divestment, basing strategy, ranges, airspace, and force structure processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance. Professional knowledge of DAF concepts, principles, and practices, and familiarity with the strategic basing process, the Planning, Programming, Budgeting, and Execution (PPBE) process, the environmental impact analysis process, joint basing, base realignment and closure (BRAC) process, and divestment authorities, and integrated planning. Knowledge of a wide range of concepts, principles, and practices relating specifically to community planning, but also to financial management, real estate matters, logistics, and manpower. Knowledge and skill in evaluating state-of-the-art advancements in theory, application, technology, and policy affecting systems being developed and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment. Ability to plan, direct, and execute complex multi-faceted projects. Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
