About GENERAL BUSINESS & INDUSTRY SPECIALIST (ACQUISITION ANALYST)

  Summary You will serve as a GENERAL BUSINESS & INDUSTRY SPECIALIST (ACQUISITION ANALYST) in the NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION LAKEHURST (NAWCADLKE) PROCUREMENT DEPARTMENT of NAVAIRWARCENADLKE. Responsibilities You will provide guidance to customers/requisitioners regarding any changes to the procurement regulations in the area of purchase card, BPAs or simplified acquisition that will impact the processing of those actions. You will plan and direct execution of transactions to purchase supplies and/or services using small purchase procedures that include the use of purchase orders, blanket purchase agreements, delivery orders, and Purchase Card (PCARD) actions. You will provide on-the-job training to newly appointed cardholders concerning proper credit card usage, acquisition systems and reporting procedures, as well as training on simplified acquisition procedures. You will identify operational problems and recommends potential management objectives and solutions Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching and analyzing procurement and material acquisition policies or procedures; Participating in studies of complex problems and/or the analysis of processes relative to Purchase Card actions, Blanket Purchase Agreements or Simplified Acquisition; Providing guidance to team members and customers to resolve any non-compliance or discrepancy issues with Purchase Card actions; Providing training to team members concerning proper credit card usage, acquisition systems, reporting procedures and simplified acquisition procedures. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related to the position. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. If you are using education to meet all or part of the qualification requirements, you must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
