  Note: This is a seasonal position, anticipated to start March and go through the end of October 2024.

  General

  The Fish and Wildlife Specialist is an entry level position that was developed and may be changed through Labor and Management. Progression through Steps 1-3 of the Fish and Wildlife Specialist career ladder is required. Based on specific knowledge, skills, abilities and experience an individual may be placed at a specific step (1-3). The Fish and Wildlife Specialist Step 4 shall be a bid position, based on the needs of the District.

  Basic Function

  The Fish and Wildlife Specialist works under the direction of the Fish and Wildlife Specialist – Foreman (FWWQ Foreman), Fisheries Program Supervisor, FWWQ Manager, or other designated Management employee in the performance of duties relative to the assembly, installation, removal, operation and maintenance of fish, wildlife, and water quality research equipment and facilities to carry out biological and habitat restoration tasks at the power plants, within the Priest Rapids Project Area and/or remote locations.

  Essential Function

  Must be able to work independently, be self-motivated and exercise sound judgment while accomplishing tasks related to the assembly, installation, removal, operation and maintenance of fish, wildlife, and water quality research equipment and facilities to carry out biological and habitat restoration tasks at the power plants, within the Priest Rapids Project Area and/or remote locations.

  Perform activities in a workman-like and professional manner and ensure all work is done in accordance with District standard procedures and policies; that the safety regulations of the District and the State of Washington are observed; and that tools and equipment assigned to them and used under their direction are properly cared for and kept in a safe and usable condition.

  Properly install, maintain, repair and test research equipment necessary for the implementation of fish, wildlife and water quality evaluations related to the Priest Rapids Salmon and Steelhead Settlement Agreement, Hanford Reach Fall Chinook Protection Plan Agreement, Biological Opinions (NOAA Fisheries and USFWS), 401 Certification, and FERC License Order.

  May direct temporary and/or seasonal hydro maintenance employees.

  Actively promote adherence to and enforces District policies and procedures including safety rules and ensures that staff working under their direction is aware of expectations and are provided with appropriate training and equipment.

  Required to assist the District’s Biological staff in performing studies, keeping records and writing reports on biological studies performed by the District.

  Step 1 (In addition to the above)

  Perform basic labor with aptitude and ability to assist in the operation and daily maintenance on fish, wildlife and water quality equipment;

  Demonstrate basic ability to operate and perform daily maintenance on fish, wildlife and water quality equipment (i.e. vehicles, small telescopic boom cranes (fixed cab) up to 18 tons, boats, fish transport vehicles, trailers, pumps, nets, seines, power tools and equipment, irrigation systems, etc.). This excludes welding or electrical repairs on fish and wildlife equipment.

  Requires a minimum of 12 working months and up to a maximum of 18 working months experience at a Step 1, before progression to Step 2.

  Step 2 (In addition to the above)

  Must be certified per District’s Policy to operate the boom trucks and boats;

  Provide general labor with aptitude and ability to operate and perform daily maintenance on fish, wildlife and water quality equipment;

  Demonstrate ability to operate and perform daily maintenance on fish, wildlife and water quality equipment (i.e. vehicles, small telescopic boom cranes (fixed cab) up to 18 tons, boats, fish transport vehicles, fish tanks or tankers, trailers, pumps, nets, seines, power tools and equipment, irrigation systems, etc.). This excludes welding or electrical repairs on fish and wildlife equipment.

  Demonstrate ability to estimate and develop equipment and material lists necessary for fish, wildlife and water quality evaluations;

  Demonstrate ability to keep accurate records and write summaries on biological studies performed by the District.

  Requires a minimum of 12 working months and up to a maximum of 18 working month’s experience at a Step 2, before progression to Step 3.

  Step 3 (In addition to the above)

  Demonstrated proficiency to estimate and develop equipment and material lists necessary for fish, wildlife and water quality evaluations;

  Demonstrated ability to train other to operate and perform daily maintenance on fish, wildlife and water quality equipment (i.e. vehicles, small telescopic boom cranes (fixed cab) up to 18 tons, boats, fish transport vehicles, fish tanks or tankers, trailers, pumps, nets, seines, power tools and equipment, irrigation systems, etc.). This excludes welding or electrical repairs on fish and wildlife equipment.

  Proficiency in estimating and developing equipment and material lists necessary for fish, wildlife and water quality evaluations;

  Demonstrate ability to review and understand fish, wildlife and water quality study plan requirements; equipment specifications, placement, and operation;

  Demonstrated proficiency in estimating and developing equipment and material lists necessary for fish, wildlife and water quality evaluations;

  Demonstrated proficiency to make difficult repairs, enhancements and/or maintenance on fish, wildlife and water quality equipment;

  Step 4 – (In addition to the above) - Step 4 shall be a bid position, based on the needs of the District.

  Demonstrated proficiency to train others in the operation and performance of daily maintenance on fish, wildlife and water quality equipment (i.e. vehicles, small telescopic boom cranes (fixed cab) up to 18 tons, , boats, fish transport vehicles, fish tanks or tankers, trailers, pumps, nets, seines, power tools and equipment, irrigation systems, etc.). This excludes welding or electrical repairs on fish and wildlife equipment.

  Demonstrated proficiency in overseeing the implementation of a fish, wildlife and water quality project or program;

  Demonstrate proficiency to review and understand fish, wildlife and water quality study plan requirements; equipment specifications, placement, and operation;

  Demonstrated proficiency in oral and written communications;

  Education

  High school diploma or GED from an accredited institution.

  Valid Washington State driver’s license.

  Must have a valid Commercial Driver’s License (Class B w/air brakes);

  Must have a valid tanker endorsement;

  Must be certified per Washington States Boat Operator requirement;

  Training in biological or related sciences preferred.

  Obtain first aid card including CPR training within 6 months after hire or award of bid;

  Experience

  Experience in gatewell fish collections, juvenile salmonid survival, behavioral, and/or injury evaluations; mobilization and demobilization of radio and/or three dimensional telemetry equipment, knowledge of project operations, experienced in operation of boom trucks, fish transport trucks, boat operation, and other equipment used for fish, wildlife, and water quality operations/evaluations is preferred.

  Step 4: In order to be eligible for step 4, an employee must have experience as a Fish & Wildlife Specialist Step 3.

  Other Knowledge, Skills and Abilities

  Steps 1 & 2

  Write legibly and be able to maintain records;

  Ability to use a computer for business needs;

  General knowledge and understanding of the Collective Bargaining Agreement (CBA), District’s Policies and Procedures, and Strategic Plan.

  Demonstrated ability to follow oral and written instructions, learn quickly, work independently when necessary or in a team environment, exercise sound judgment and be self-motivated.

  Demonstrated ability to direct seasonal workers when needed.

  Step 3 (In addition to the above)

  General knowledge and understanding of the District’s Safety Clearance Procedure Manual.

  General knowledge and understanding of the District’s Policies and Procedures for employees including personnel and safety policies.

  Thorough knowledge of the operation and maintenance of fish, wildlife and water quality equipment, such as boats, fish transport vehicles and tanks, trailers, pumps, nets, seines, power tools and equipment, irrigation systems, etc

  General knowledge and understanding of the Collective Bargaining Agreement (CBA), District’s Policies and Procedures, and Strategic Plan.

  Must have the ability to communicate clearly through written, oral, or other required forms such as electronic software used to fill out forms and reports.

  Step 4 (In addition to the above)

  Thorough knowledge and understanding of the Washington State General Safety and Health Standards.

  Thorough knowledge and understanding of the District’s Safety Clearance Procedure Manual.

  Thorough knowledge and understanding of the District’s Policies and Procedures for employees including personnel and safety policies.

  Thorough knowledge of the operation and maintenance of fish, wildlife and water quality equipment, such as boats, fish transport vehicles and tanks, trailers, pumps, nets, seines, power tools and equipment, irrigation systems, etc.

  Thorough knowledge and understanding of the Collective Bargaining Agreement (CBA), District’s Policies and Procedures, and Strategic Plan.

  Must have the ability to communicate clearly through written, oral, or other required forms such as electronic software used to fill out forms and reports.

  Demonstrate ability to problem solve, operate and train in proper operation of project equipment, and demonstrated ability to exercise sound judgment especially in stressful or crisis situations.

  Physical Requirements:

  Must be mentally and physically fit for duty.

  Work outdoors in all local climatic conditions.

  Ascend and descend stairs, ladders and work in fishways.

  Work in confined space or areas of restricted movement.

  Ability to complete normal and routine maintenance tasks.

  Must be physically capable of strenuous and demanding outdoor work.

  Must be able to lift up to 55 pounds at various times throughout a shift.
