The Fiscal Policy Lead will lead development and implementation of fiscal and financial compliance policy for long-term services and supports (LTSS) and home and community-based services (HCBS) programs supporting older Minnesotans including the Elderly Waiver (EW), Alternative Care (AC), and Essential Community Supports (ECS).
Responsibilities include:
Lead development, coordinating, and implementing fiscal and financial compliance policy including routine development of legislative recommendations that align with division and department objectives
Deliver project management and lead work to support fiscal policy team operations
Collaborate with internal/external stakeholders to create and develop systems to improve programs for older adults through financial reporting and compliance.Provide fiscal policy direction and leads technical assistance, training, education, and consultation to legislators, lead agencies, providers and department staff
Minimum Qualifications
Three (3) years specialized professional experience performing fiscal policy work for a human services program supporting Minnesotans with disabilities.
Experience must demonstrate:
Knowledge of long term services support (LTSS) for older Minnesotans, systems, financing, providers and related federal and state laws, regulations and reporting requirements
Practical understanding of older adult waiver programs, systems, providers and related federal and state laws, regulations, and reporting requirements
Working understanding of Minnesota Medicaid waiver programs information systems
Ability to conducting research, analyzing data, develop and recommending policy changes
Preferred Qualifications
Knowledge of the legislative process and DHS policies, procedures, processes, laws, and rules
Knowledge of project management techniques, tools and practice
Variety of experiences working effectively with others from different backgrounds and/or cultures
