  The Iowa Department of Natural Resources is currently seeking a highly qualified individual for the position of Financial Program Manager within the Budget and Finance Bureau. This role plays a pivotal part in managing all financial aspects for the Environmental Services Division of the Iowa Department of Natural Resources, and is the financial lead for the State Revolving Fund Program, which provides over $80 million in financial assistance annually to communities for safe drinking water and wastewater. The Financial Program Manager works directly with and is accountable to the highest levels of Department management, including the Director, Deputy Director, division administrators, bureau chiefs, legal counsel, and supervisors. Collaboration with staff in both Departmental Divisions is essential to develop statewide project priorities.

  Key responsibilities include providing leadership for developing and managing the annual State Revolving Fund grant applications, the annual State Revolving Fund report and budgets for the intended use plans, ensuring compliance with relevant state and federal laws. The role determines and manages resources necessary for program implementation, covering staffing, technology, contract services, and state and federal reporting requirements.

  The Financial Program Manager drafts, implements, and updates the budgets for the SRF grants and Section 319 water quality grants. Collaboration with the Water Quality Bureau Chief and Environmental Services strategic planning staff is crucial for coordinating current and future projects, prioritizing them based on strategic Department needs and available financial resources. Ensuring these are completed on time and within budget, or amending it based on evolving Department priorities and funding changes, is a core responsibility.

  Regular attendance at weekly bureau chief update meetings with division administrators provides an avenue for providing updates and guidance on current and future projects. Bi-weekly meetings with SRF staff and bureau contacts review program draws, deadlines, and priorities. The role also assists program staff with agenda items and presents information to the Environmental Protection Commission (EPC).

  As the lead fiscal contact and grant coordinator, the Financial Program Manager holds primary responsibility to the Director and the US Environmental Protection Agency for various grants, including Clean Water and Drinking Water capitalization grants. Serving as the lead worker to the Accountant 3, responsible for Department cash management, GAAP package, and primary contact with the Office of Auditor of State, the role assigns daily tasks and establishes priorities for team members.

  Responsibilities also encompass maintaining workload analysis and the project assignment system. The Financial Program Manager provides recommendations to management for creating or filling positions based on workload and program needs, offering input on staff evaluations to the Bureau Chief, and facilitating training and staff development.

  Grant responsibilities involve tracking actual receipts and expenditures to ensure compliance with grant budgets and allowable costs. Maintaining a system to track and monitor receivables and reimbursement of federal funds is crucial to ensure agency cash flow is sufficient to cover financial obligations.

  Analyzing state and federal laws, rules, regulations, and guidance, the Financial Program Manager develops program policies and procedures to comply with existing and new requirements. The role submits the annual Spending Plan and Budget to the Department of Management (DOM) and Legislative Services Agency (LSA), while also informing agency management, customers, and program staff of issues or concerns.

  The Financial Program Manager actively maintains, distributes, and makes presentations regarding the State Revolving Fund program and all other Environmental Services Financial Status Reports to DNR Management, internal staff, Department of Management, Iowa Finance Authority, Legislative Services Agency, and EPC members.

  Essential Functions

  Implement a $3 Billion revolving loan fund program in compliance with state and federal regulations and within budget.

  Work effectively with internal and external stakeholders to ensure effectiveness of the program.

  Represent the Iowa DNR in interactions with federal and state agencies and organizations.

  Develop annual budget and intended use plan, in coordination with Bureau Chiefs, Iowa Finance Authority, and agency leadership to prioritize projects based on strategic agency needs and available funding.

  Serve as the Department's Federal Aid Coordinator to the US Environmental Protection Agency, US Federal Emergency Management Agency, and is lead worker to the Accountant 3 who is responsible for the Department's cash management, GAAP Package, and liaison with the Auditor of State.

  Analyze state and federal laws, rules, regulations and guidance and develop program policies and procedures to comply with existing and new requirements.

  Preference will be given to candidates with experience in managing loan programs, federal grant management, and budgeting for program and projects utilizing multiple funding sources.

  The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable).   Minimum Qualification Requirements

  Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.

  2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

  3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

  4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
