Summary The Smithsonian Institution is the world’s largest museum, education and research complex, with 21 museums and the National Zoo. This position is located in the National Museum of Natural History, (NMNH). This museum is responsible for the acquisition, curation, and preservation of collections of objects and specimens of natural history and anthropology. Responsibilities The Financial Management Officer has specific responsibility for advising and participating with the Associate Director for Operations (ADO) in the development and implementation of overall administrative and management policies and plans to accomplish the basic mission and program objectives of the Museum. In this position, you will: Supervise, lead, direct, and coordinate the work of a staff specifically assigned to financial programs and serves as subject matter expert. Develop annual budget projections for approval. Develop, present, and coordinate federal and trust program budgets for Museum, and provides leadership in long range planning, development, and execution of multi-year budgets for major programs. Develop justification and supporting materials for use in defending budget requests to the Office of Management and Budget (OMB) and Congress. Conduct internal audits to review financial soundness of various functions and/or programs and projects. Establish and oversee the procurement division. Qualifications Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-14 level in the Federal Service. For this position, specialized experience is defined as formulating, justifying, executing and managing federal and non-appropriated fund budgets (such as trust funds or similar); developing and negotiating contracts; and conducting internal audits on financial procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience.
