About Facilities Management Specialist

  Summary This position is located within the Indian Affairs (IA), Office of Facilities, Property and Safety Management (OFPSM), Division of Facilities Management and Construction (DFMC), Branch of Asset Management (BAM), located in Albuquerque, New Mexico. The incumbent serves as the Supplemental Programs Program Manager within the Branch of Asset Management. Responsibilities Oversees all assigned activities related to the Indian Affairs Supplemental Program to include identifying requirements, planning, budgeting, reporting, risk assessment, and compliance with laws, Executive Orders, Department policies and guidelines. Promotes the Indian Affairs energy program to accomplish legislative goals and mandates, to include the Energy Policy Act, Energy Independence and Security Act, Department of Energy Federal Energy Management Program, (FEMP) the Federal Sustainability Plan, and Guiding Principles for Sustainable Federal Buildings. Processes alternative energy proposals for submittal to the Department. Coordinates operational aspects of the IA Energy Management Plan to facilitate implementation across the organization and Annual Energy Data Reporting consistent with National policy and Departmental guidelines. Coordinates environmental projects efforts with appropriate offices and programs to abate environmental hazards in accordance with environmental laws and regulations to include assessing and remediating environmental contaminants at facilities, removal and disposal of contaminated soils and hazardous or toxic materials, abatement of asbestos and lead paint, and sampling and analysis of environmental contaminants, including testing for and mitigation of radon gas. Develops plans to execute demolition or transfer of space no longer needed for BIE education programs or BIA mission support. These facilities have been determined to be excessive to program needs and/or are not economically feasible for renovation to an acceptable level of life/safety code compliance for their intended program use. Prepares annual and Five-Year Disposition/Excess Space Plan for the IA, and coordinates transfer documentation with IA Property Management. Coordinates across the organization to ensure the Federal Real Property Profile (FRPP) Inventory reporting accurately reflects assets demolished or transferred to Tribes. Oversees the Portable Classroom Buildings Program. Ensures that IA will construct, transport, repair, install, and relocate portable buildings at various sites. The work may also include constructing infrastructure associated with building utilities and vehicle and pedestrian walkways necessary for completion and operation of the portable buildings. Oversees the requirements for Portables associated with the Office of Justice Services Law Enforcement facilities. Recommends strategic approaches to facilities asset management with respect to Supplemental Programs. Assesses the progress towards achieving strategic plan goals and performance indicators and recommends changes to the procedures and processes to improve the overall Supplemental Program performance. Serves as the Contracting Officer's Representative (COR) for contracts within the Branch in areas of program responsibilities. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ). Minimum Qualifications: GS 13: you must have one year of specialized experience at or equivalent to the GS-12 level to include: 1) strategic planning; 2) and identifying requirements, planning, budgeting, reporting, and risk assessments associated with overseeing facilities management programs; 3) experience with reporting on environmental and energy data; and 4) experience in maintaining the overall compliance with laws, Executive Orders, Department policies and guidelines. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
