About External Relations Analyst (Professional Development Program)

  Summary This position is located in the Government Accountability Office. This is a 2 year developmental position. The External Relations Analyst position provides the incumbent with the knowledge, skills and ability to assist with the planning, coordination, facilitation and support for the development of high-level relations/alliances for senior leadership. PDPers meet regularly with advisors to identify professional goals, discuss developmental opportunities and reinforce performance feedback. Responsibilities As a External Relations Analyst (Professional Development Program), PT-0301-1 your typical work assignments may include the following: -Keeping essential advisory member contact databases up to date. -Assisting with logistics for forums and events using outside experts and advisory board members. -Supporting events by assisting with travel and day-of logistics for expert participants, for both remote and in-person participants. -Drafting, writing and sending program specific guidance and correspondence related to GAO events such as CG Advisory Board meetings, Educator's Advisory Panel and GAO's science advisory council, etc. to external networks, experts and boards. -Tracking membership tenures, and repositories associated with memberships. -Assisting with the support of colleagues and multiple stakeholders at national and international levels. -Developing, identifying, contributing to, and/or using techniques, tools, and processes for the purpose of supporting efforts developing robust external relations (e.g., international and domestic organizations, academia, etc.) that are methodologically sound and targeted to job requirements. -Collecting information pertaining to the development of external relations that is aligned with objectives/planning decisions, and which support SPEL's efforts at establishing strong connections to multiple entities. -Communicating relevant and accurate information during formal or informal presentations, meetings, or interviews. -Partnering or collaborating with others to address issues or solve problems; following up with others to ensure needs are met. -Contributing to team efforts through participation in activities/meetings, soliciting and listening to others' opinions, and working collaboratively to accomplish team goals. -Collecting and reviewing diverse perspectives, approaches, or viewpoints, and incorporating perspectives from newly developed or established external relations with multiple entities, on a number of issues (i.e., strategic planning, international and/or domestic relations, auditing, etc.) into applicable ideas or theories for management to include in decision-making process, as appropriate. Requirements Conditions of Employment Must be a U.S. Citizen Males born after 12-31-59 must be registered for Selective Service Suitability for Federal employment, as determined by a background investigation Completion of a probationary period is required. Completion of a financial disclosure statement is required. This is a bargaining unit position. You must meet the specialized experience by the closing date of this announcement to be considered. Qualifications Applicants must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-5 in the federal service, or comparable private/public sector experience that has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience developing professional relationships with individuals or groups in sources such as academic and business organizations, for the purpose of supporting management decision making. OR Applicants may alternatively meet the specialized experience requirement solely on the basis of education if they have one of the following: (1) a Bachelor's degree with Superior Academic Achievement, (2) at least one year (18 semester hours) of graduate education, (3) a combination of graduate education and work experience. See below for more information BACHELOR'S LEVEL EDUCATION W/SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Applicant has completed a full 4-year course of study from an accredited college or university with a Bachelor's degree and education meets requirements for SAA. Superior academic achievement (SAA) recognizes individuals who have achieved superior academic standing. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or .3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. NOTE: Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed www.achsnatl.org/quick_link.asp.ORGRADUATE LEVEL EDUCATION: Applicant has completed at least 1 year of full-time graduate education which will lead to a master's or graduate degree. One full year of graduate education is generally considered 18 semester hours or the number of hours determined by the school attended to represent 1 year of full-time study. OR Combination of graduate education and experience may be used to meet total qualification requirement for the position. The total qualification is determined by adding the percentage of the qualifying education (less than 18 graduate semester hours) and the percentage of the creditable specialized experience (detailed below). The total percentage must equal 100 percent to qualify for the position. You must meet all the qualification requirements by the close of the announcement.
