Organizational Location: This position is with the Department of Homeland Security; within U.S. Customs and Border Protection, Office of Finance. Responsibilities As Executive Director, Budget, you will be responsible for overseeing the coordination of all major activities related to preparation, implementation, and reporting of the U.S. Customs and Border Protection (CBP) budget. You will be responsible for reconciling financial information and metrics, preparing managerial accounting reports, development and maintenance of budget tools and systems to report and share budget and financial data across CBP, and the conduct of analyses for use by CBP officials. You will lead and oversee the formulation and execution of all appropriated, user fees, reimbursable, and other resources available to CBP. You will manage and identify the proper budget system and tool solutions to equip CBP to meet mission demands. You will lead the development of directives and policies to provide an operational and compliance framework for the CBP Budget Community, which includes Budget Officers throughout the CBP enterprise. You will lead administration of CBP's enacted budget and oversee the final drafting of CBP budget submissions and artifacts by CBP managers. You will provide input and coordinate a presentation by the CBP Commissioner before each Appropriation Subcommittee, each Authorization Committee, and the Office of Management and Budget. You will develop funding options and recommendations, based on assessments of organization performance, effective and efficient use of resources, program feasibility, and best value to the Government. You will lead a staff of employees who provide guidance on all fiduciary, budgeting, reporting, and execution requirements, inherent in CBP's complex budgeting environment. You will provide budgetary advice to the Chief/Deputy Chief Financial Officer, and the Commissioner/ Deputy Commissioner of CBP. You will plan, prepare, and participate in presentations of CBP budget estimates before various review agencies and Congress. You will also orchestrate the coordination of the entire budget program with other agencies, including the Departments of Treasury, State, Agriculture, Energy, Justice, and Defense. Requirements Conditions of Employment Position Designation: This position is designated as Career Reserved. Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES. Technical Qualifications - Mandatory 6. Experience overseeing complex Federal budget operations and programs. 7. Expert knowledge of the Federal budgetary process, including: budget formulation and execution; the legislative process for authorization and appropriation; accounting and reporting of obligations and outlays; financial analysis and presentation procedures; and financial control mechanisms. Education Additional Information Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required. Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations. Travel: Occasional travel is required. Telework eligible: Yes, based on agency policy. Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 11 regular paid holidays each year. Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A Top Secret security clearance will be required upon appointment.
