Position Overview AFSCME Council 5 seeks a full-time Executive Director. The Executive Director is appointed by the Executive Board and serves at the pleasure of the Board. This role provides high-level administrative leadership, direction, and oversight for the day-to-day operations of the Council, including strategic planning, contract negotiations, public relations, legislative leadership, and member organizing. This role is highly visible and active, requiring extensive collaboration and communication with members of our Union, Council leadership, Council staff, other labor organizations, and elected officials. AFSCME Council 5, being a member-led union, expects a leader who is skilled and excited to work with and support our diverse membership in campaigns that strengthen our union and facilitate workplaces where everyone can thrive. This position requires a non-standard work week, including evenings and weekends. This position requires frequent travel within the state and some limited travel outside the state. Overview of Council 5 AFSCME Council 5 is a union of more than 43,000 workers in all 87 counties across the state of Minnesota, working in public and private sector jobs. Job Duties Organizational Management Execute the mission of Council 5 to advocate for excellence in services for the public, dignity in the workplace, and opportunity and prosperity for all workers. Work in partnership with the Executive Board Chair Officers to plan and organize meetings of the Union. Serves as member of the Executive Board with a voice but no vote and serves as an advisor to its committees on policies affecting the Council. With the Executive Board, develop strategic direction for Council 5. Promote a positive and constructive relationship with AFSCME International. Develop and recommend an annual budget and two year budget plan to the Council 5 board and run all operations, programs, and activities within the Board-approved budget. Lead the Union in engaging in effective collective bargaining and contract administration. Create and maintain an effective member-centered focus in all programs and functions. Staff Management Provide overall direction to executive staff in carrying out program goals and objectives consistent with the direction established by the Board and ensuring management within the approved budget. Responsible for all personnel decisions. Develop operational capacity necessary to support a successful union and the work of staff. Ensure that the Union has a professional, member-led internal and external organizing program. Create and nurture a work environment and organizational culture where all staff, embodying diverse identities and backgrounds, are able to thrive and be successful in their work. Bargain the staff contract with the staff union, Minnesota AFSCME Council 5 Employees (MACE). Political and Legislative Leadership Oversee and execute political and legislative relations, activities, and campaigns that impact our Union. Lead the Union in a strong political action program. Build and manage relationships with the Governor, the state Legislature, and local government elected officials essential to advancing the success of Council 5. Outreach and Collaboration Serve as the chief public spokesperson of the Union and ensure a comprehensive public relations strategy. Build and maintain strong collaborative partnerships with other public and private sector labor unions and regional labor federations. Effectively collaborate ith coalition partners to advance the interests of AFSCME members.
