PURPOSE OF THE POSITION: Manage and support daily environmental compliance needs for CPKC operations primarily in the North Central U.S. Primary responsibilities for the position will include managing the industrial stormwater and SPCC program, facility waste management and reporting, tier II submittals, supporting the environmental assurance program, manage capital improvement projects, and managing 3rd party contractors and consultants. Additionally, the position will manage and provide oversite for environmental emergencies such as train derailments and other spills on the property. This includes working with internal and external stake holders to ensure CPKC property is restored to pre-incident conditions. In this role the successful candidate will be involved in routine interaction with regulatory agencies, senior leadership and support staff as it pertains to compliance, emergency planning and response, and capital projects. POSITION ACCOUNTABILITIES: Responsible for ensuring environmental compliance in yards and facilities to minimize risk of non-compliance and regulatory actions against the company within area of influence Accepts delegated authority and is accountable to sign various permits and documents allowing the company to operate in compliance with regulatory guidelines. These may include Spill Reports (Federal and State), reclamation and remediation plans for spill mitigation due to derailments, letters of closure for previously impacted sites, Spill Prevention Control & Countermeasure (United States Code of Federal Regulation (US CFR)), Storm Water Pollution Prevention Plans (US CFR), and the National Pollutant Discharge Elimination System Permits (US CFR) Review, interpret and advise management on complex environmental operational issues that are referred to the Environmental Risk Team Ability to be on call to assist CPKC's 24hour operations in managing spills or other environmental incidents that require immediate attention Develop and oversee cost effective environmental remedial action plans following an incident Manage and provide direction to contractors and consultants by assigning work, advising on technical problems and reviewing work for technical accuracy and adequacy while ensuring consistency with safety rules and programs Evaluate and select consultants/contractors on the basis of their ability to deliver services to CPKC in a cost effective and efficient manner. Methods of evaluation include bid solicitation & review, technical & cost reviews, staff considerations, academic & practical expertise along with 1:1 interviews Design, develop and execute environmental capital projects on behalf of the Operations team Provide innovative recommendations for the upgrade of new environmental control equipment, relocation of existing equipment or replacement of equipment Mange budgets and authorize spending across multiple portfolios while maintaining balanced spreadsheets Represent CPKC in the utmost professional manner while working with internal and external clients POSITION REQUIREMENTS: Undergraduate degree in Engineering or Environmental Science Understanding of railway operations is an asset Professional designation in P.ENG or PGO is an asset Project Management experience 5 to 10 years environmental management experience Excellent working knowledge of current MS Office programs Excellent Oral & written communication with internal & external stakeholders Bilingual (English/Spanish) is an asset Ability t influence and apply critical thinking Ability to build relationships internally with our operations team & with external clients/contractors WHAT CPKC HAS TO OFFER: Flexible and competitive benefits package Employer Funded Retirement Plan Employee Share Purchase Plan Performance Incentive Program Annual Fitness Subsidy Part-time Studies Program ADDITIONAL INFORMATION: As an employer with North American presence, the possibility does exist that the location of your position may be changed based on organizational requirements.
