Primary PurposeThe primary purpose of this position is the promotion of public health through education, surveillance, consultation, inspection and enforcement of environmental health laws and regulations.
Essential Functions
Conduct land evaluations of proposed dwelling sites for onsite wastewater disposal systems and water supply installations.Design on-site sewage treatment systems for private residences and commercial buildings that meet existing conditions; Provide acceptable alternative sewage system designs when environmental conditions dictateEvaluate and inspect sewage treatment system installationsEvaluate and educate owners concerning failing existing subsurface sewage treatment systemsRespond to requests for service including consultative visits concerning wells, water supply, sewage treatment, solid waste disposal, insects and vectors, swimming pools, tattoo parlors, child care facilities, and other varied complaints; Educate the public and provide recommendations and/or issue official notices, if necessary; Follow-up visits to ensure compliance with appropriate regulationsCollect GPS data during field visits to new or existing septic systems and wellsAssist individuals in siting and permitting locations for proposed private drinking water well installations. Issue permits for the installation, construction, location, repair and replacement accordingly.Provide inspections of private wells to assure compliance with design criteria and current regulationsPrepare required reports and documentationOther duties as assigned by supervisor and/or management.In the event of a disaster, may be required to assist as needed.Minimum Education and Experience
Graduation from an accredited baccalaureate or postgraduate degree program with a minimum of 30 semester hours or its equivalent in the physical or biological sciences and two years experience in the field of environmental health practice; or a graduation from a baccalaureate or postgraduate degree program that is accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC) and a minimum of one year of experience in the field of environmental health practice.Must be eligible to meet the requirements for registration or license as an Environmental Health Specialist as outlined in Article 4, Chapter 90A of the NC General Statutes.Additional InformationKnowledge, Skills, and Abilities
Possess a thorough working knowledge of environmental health rules, laws and concepts.Ability to exercise sound judgment and deal tactfully with clients while enforcing public health laws and regulations.Working conditions are typical of those encountered in most indoor and outdoor circumstances which require walking, stooping, lifting and grasping.Physical RequirementsEmployee must be able to bore with a soil auger, walk to a job site over rough terrain, wooded areas and/or through overgrown areas; bend, stoop, grasp, lift and carry equipment for work.
