This position is the assistant to the Engineer 6 Headquarters Right-of-Way Permit Engineer, and as the assistant, provides function al oversight and guidance to other lower level headquarters permit staff as well as the District Right of-Way Permit Specialist. The incumbent of this position facilitates meetings, advises administration, and processes permits when supervisor is unavailable. DOTD processes approximately 6000 permits annually. MINIMUM QUALIFICATIONS:
Possession of a current Louisiana Engineer Intern Certificate.
NOTE: Applications will be accepted from persons who possess a current Engineer Intern Certificate in states other than Louisiana. However, the applicant will be required to obtain a Louisiana Engineer Intern Certificate prior to appointment. The hiring agency will verify that all requirements are met.

JOB DISTINCTIONS:
Differs from Engineer Intern Applicant by the presence of a Louisiana Engineer Intern certificate. Differs from Engineer Intern 2 by the absence of independence when completing basic assignments.

Certificates/Licenses Required:
In order to qualify for Engineer Intern 1, incumbent must possess a current Louisiana Engineer Intern Certificate. In order to qualify for Engineer Intern 2, incumbent must possess a current Louisiana Engineer Intern Certificate and one-year professional engineering experience. In order to qualify for Engineer 3, incumbent must have a current Louisiana license to practice professional engineering and four years professional engineering experience. In order to qualify for Engineer 4, incumbent must have a current Louisiana license to practice professional engineering and five years professional engineering experience at least one year of which must have been at the Engineer 3 level. In order to qualify for Engineer 5, incumbent must have a current Louisiana license to practice professional engineering and six years professional engineering experience.
Function of Work:
This position is the assistant to the Engineer 6 Headquarters Right-of-Way Permit Engineer, and as the assistant, provides function al oversight and guidance to other lower level headquarters permit staff as well as the District Right of-Way Permit Specialist. The incumbent of this position facilitates meetings, advises administration, and processes permits when supervisor is unavailable. DOTD processes approximately 6000 permits annually. This expertise does not exist outside the DOTD Headquarters Permit Unit.
The DOTD District Administrator or designee typically reviews and approves most permits at the District level. The Headquarters Permit Unit reviews and approves the most complex permits and those that do not meet and/or are not covered by policy. This position is responsible for reviewing these complex permits and the associated engineering construction plans to ensure compliance with Department guidelines, standards, policies, EDSMs, etc. This position has delegated authority to approve any permits in the absence of the Headquarters Right -of-Way Permit Engineer as well as those the Districts are authorized to approve.
40% Permit Processing and Project/Permit Management:
Serves as an advisor to other engineering professionals, lower-level engineers, and engineering technicians on right-of-way permits and associated engineering construction plans. Ensures right-of-way permits and construction plans conform to Department guidelines, standards, policies, EDSMs, and legal requirements. Provides technical expertise on plan preparation as well as the design and construction of permitted facilities on state highways. Recommends approval or denial of permits to the Headquarters Right-of-Way Permit Engineer. Reviews and ensures design and construction engineering plans of natural gas facilities, telecommunication facilities, power facilities, roadway modifications, and a variety of other items that are placed within highway right-of-way by third parties are in compliance with DOTD and FHWA guidelines, policies and procedures. Determines if engineering construction plans contain elements, which need to be reviewed by, other specialized departmental sections and documents the ultimate disposition of all review comments associated with these reviews.
Serves as project manager during the permitting process by independently setting up permit review/approval timelines and informing District personnel and permit applicant of these milestones. Continuously coordinates with these personnel to ensure that the permit delivery milestones are met. Ensures that chain of command is kept apprised of the permit status as well as any problems that arise which may affect permit timelines. Offers suggestions of how to mitigate the extent or effect of any delays, and independently determines when timelines must be adjusted due to issues. Processes invoices to the joint use agreement and right-of-way permit lessees and updates the departmental database accordingly. Verifies the payments are received in a timely manner.
20% Training Staff
Exercises functional supervision over nine District Right-of-Way Permit Specialists on projects requiring specialized training and instruction regarding permit procedures. Trains the District Right-of-Way Permit Specialists in the proper procedures, regulations, and laws related to right-of-way permit s. Performs random and/or scheduled field inspections of permits, before and after permits have been issued, to ensure that all departmental policies pertaining to permits have been met.
20% Records Management
Ensures that complete, correct, and updated data is correctly entered into the permit record databases. Manages permit records and the invoicing of annual right-of -way permit fees as well as the collection of these fees.
10%Permit Research
Independently researches, attends meetings, and obtains copies of permits for DOTD Legal staff, Office of Risk Management, the Attorney General's office, and the general public to assist in preparing legal defense for lawsuits. Independently meets with permit applicants (i.e. utility companies, pipeline companies, fiber optic companies, and municipalities) to advise and direct them in the permit application process and often holds meetings to help resolve problems and to ensure accurate completion of applications. May serve as an expert witness and be deposed for lawsuits on permit issues in the absence of the Headquarters Right-of Way Permit Engineer. Also responds to telephone inquiries from permit applicants, and instructs applicants in proper permit procedures.
5% Research and Procedure Modifications
Researches various state and federal laws, policies and standards, and industry standards/ practices to ensure DOTD's compliance. Identifies problems, develops research initiatives, presents research findings, and recommends changes in standards and procedures as necessary. Assists the Headquarters Right-of-Way Permit Engineer in promulgating new permit regulations, procedures, and laws. Revises existing permit regulations, procedures, and recommends changes to law to the Headquarters Right- of-Way Permit Engineer in order for the Department to submit to the Legislature.
5% Miscellaneous
May be required to perform other duties as necessary including, but not limited t o, all emergency/ disaster support activities.
