  Job Description

  This Education Program Consultant position works with the USDA Child Nutrition Programs administered by the Bureau. The Consultant is responsible for conducting Administrative Reviews for the USDA School Meal Programs, Seamless Summer Option, Summer Food Service Program and Fresh Fruit and Vegetable Program; analyzes organization compliance with complex rules and regulations relating to provision of USDA Child Nutrition Programs; provides technical assistance to local organizations; designs and presents at workshops in a variety of settings, conducts webinars for program operators; prepares education resources and other written information items; participates in a variety of meetings; and performs other specialized functions associated with the operation of the USDA Child Nutrition Programs.

  This position requires travel several days weekly approximately 75% of the year, but part of the time with the option of returning to the home location for evenings. However, the candidate must also be willing to undergo periodic nights and occasional workweeks away from the home location.Your Responsibilities:

  Review and approve annual web-based program applications.

  Conduct management/program evaluations of the USDA School Meal Programs, Summer Food Service Program and Seamless Summer Option, as assigned, for compliance with all Federal and State regulations.

  Maintain knowledge of complex regulations, policy and guidance

  Develop and present continuing education in a variety of settings including webinars, workshops, small group training and large group training in a statewide setting.

  Provide technical assistance to local organizations participating in the USDA School Meal Programs, Seamless Summer Option, and Summer Food Service Program at times other than the formal review as requested.

  Assist with the USDA Fresh Fruit and Vegetable Program by providing technical assistance to program sponsors and monitoring claims for processing.

  A successful candidate will bring or have the ability and desire to learn:

  Passion for pursuing common goals in pursuit of public service

  Experience with or understanding of USDA Child Nutrition programs

  Experience with reading, analyzing, and providing guidance on state and federal

  requirements

  Strong written and verbal communication skills with ability to present information to diverse stakeholders, creation and maintenance of reports, guidance, and written resources

  Ability to manage self in relation to prioritization and time management

  Desire to work with diverse teams and stakeholders

  Minimum Qualification Requirements

  Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:

  a. Professional training, teaching, or counseling experience in an educational setting;

  b. Professional administrative experience in an educational setting;

  c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;

  d. Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;

  e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.

  2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.

  3) Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.

  4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
