This work unit exists to s erve the public and preserve, protect, develop, and optimize the beneficial use of the state's present and future water supplies. This work unit exits to administer, distribute and regulate the water of the Colorado River according to the doctrine of prior appropriation, pursuant to Colorado Statutes, and in compliance with the Colorado River Compact.
Description of Job

The purpose of this position is to provide leadership, guidance and oversight to the Division 5 operations group responsible for Augmentation Plan coordination and administration. This group supports water rights administration by developing methodologies to collect and analyze water diversion and delivery data to verify augmentation plan operators are operating in compliance with all applicable court decrees, statutes, rules and regulations and to analyze Water Court applications, including reports of engineering experts, consult with the Water Court Referee regarding all applications, write reports summarizing the agency’s position and negotiate or provide expert engineering support / testimony to litigate any conditions necessary to protect existing water rights; to supervise professional and technical staff; and provide assistance to the public in understanding Colorado water law.
Specific job duties include but are not limited to:
Water Court Case Review and Disposition:
Review Water Court applications, engineering reports and proposed decrees to ensure compliance with law, sound engineering principals, and guidelines of the Division.
Negotiate necessary conditions with applicant's engineers and attorneys.
Negotiates settlement of disputes in consultation with the State and Division Engineers, including stipulations to resolve lawsuits.
Create court exhibits and testify as an expert to support the Division's position at trials.
Augmentation Plan Analysis and Administration:
Performs modeling and engineering calculations to determine the amount, timing and location of stream depletions for all types of complex augmentation plans.
Review and determine the adequacy of water rights accounting and conformance with statutes, decrees, complex augmentation plans, and substitute water supply plans.
Coordinates with a variety of staff members, consulting engineers and associations and entities to ensure records of plan operations are maintained properly.
Determine the appropriate formulas and logic statements that are needed to construct and maintain unique spreadsheets and databases for the purpose of evaluating compliance with complex water court decrees and water administration support.
Water Right Tabulation and Abandonment:
Maintains current and descriptive records concerning water rights, water right changes and court approved plans for augmentation to maintain an updated tabulation of all water rights.
Responsible for facilitating coordination meetings to maintain quality control and ensure others are following the accepted protocol for tabulation of new decrees.
Supervision:
Directs staff to review or create computerized water use reporting forms for complex water use plans.
Directs and oversees assigned staff by training, assigning work priorities, arbitrating disputes, providing technical support, monitoring and evaluating performance, and counseling on difficult situations or problems.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:
At least two years of professional experience in an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer.
OR
Appropriate education will substitute for the required experience on a year-for-year basis.
AND
Current, valid licensure as a professional engineer from the Colorado State board of licensure for architects, professional engineers and professional land surveyors.
OR
Current, valid licensure as a professional engineer from another state in the U.S.

Substitutions:
Satisfactory completion of course work from an accredited, non-correspondence college or university in engineering, geology, hydro-geology, water resources engineering, watershed science, natural resources, environment science, geography/GIS or other field related to the assignment may be substituted on a year-for-year basis for the required general experience.
If you are using a degree to substitute for the required experience, you may be required to provide copies of your educational transcripts for verification of your qualifications if requested.

Current or former State experience relevant to this position.
Knowledge and experience with Colorado water rights.
Knowledge and experience with Colorado water law.
Knowledge and experience with plans for augmentation.
Experience in water resource engineering.
Experience in groundwater engineering.
Experience in modeling.
Experience managing programs and staff.
Experience with assisting customers and/or public outreach.
Other experience relevant to the use or management of water resources.

Hybrid schedule to be worked out with supervisor. Expected to work in main Glenwood Springs office (located at 202 Center Drive, Glenwood Springs, CO 81601) a minimum of one day a week after initial training period. Conditions of Employment:

Applicants who do not have a current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will be required to obtain a Colorado license within six (6) months of hire as a condition of employment.
The person hired for this position must be a Colorado resident by the start date.
Must be willing and able to possess and maintain a State of Colorado Driver's License
Must possess and maintain a current P.E. license in the State of Colorado (or have valid licensure in another state).
Must be prepared to defend and support actions and records in depositions or court testimony.
Must be able to address frequent and detailed inquiries from attorneys, professional engineers and hydrologists from government and private agencies.
