ICF’s Disaster Management Division seeks a Disaster Recovery Program Operations Manager who will play a key leadership role in supporting active work in its Disaster Recovery practice. This position is 100% Remote in the United States with required travel up to 15%.
This Disaster Recovery Program Operations Manager will provide direct project support to large-scale Disaster Recovery programs in areas affected by Natural Disaster. This position will be charge with the flawless execution of program operations, anticipating and meeting client’s needs, and strategically positioning the Company’s resources and expertise to deliver on contracted work. The ideal candidate will be a proven Disaster Recovery/CBDG or related leader with a track record of superior execution and growth, and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions, and provide clear and direct risk management.
This Disaster Recovery Operations Manager will work with other members of the Disaster Recovery leadership team and partner closely with company experts in its Community Development and Resiliency lines of business. Key Responsibilities:
• Act with emotional intelligence and welcome diverse perspectives, and inherently recognize the need to balance a collaborative process with timeline benchmarks, deadlines and tasks.
• Provide overall leadership to large, complex teams implementing major state and community-level post-disaster recovery efforts, including administering survivor focused and trauma informed direction to projects using Community Development Block Grant-Disaster Recovery (CDBG-DR) funds.
• Ensure the services provided by the project team address state/community level recovery goals, the team’s assigned responsibilities, and support strong coordination with the appropriate public agencies and other entities supporting recovery efforts.
• Serve as the direct interface with state/local client agency, including high-level elected and appointed officials, as well as senior program staff.
• Supervise a dynamic staff of direct reports, creating opportunities for growth.
• Oversee a team of technical experts on Disaster Recovery programs who will inform state and local recovery planning and program implementation.
• Manage multiple subcontractors simultaneously.
• Ensure the delivery of timely, effective and high-quality results to support the disaster recovery efforts.
• Ensure provision of high-quality service to all clients, acting as necessary to maintain the firm’s high reputation for supervisor client services.
• Collaborate with other business units when necessary to garner the appropriate resources to deliver projects on time and on budget.
• Manage and track complex project plans and controls, budgets, schedules, teams and other resources, including risk-mitigation strategies.
• Support client agency leaders and senior program staff in briefing , reporting, and coordinating activities with third-party state and federal agencies supporting disaster recovery efforts.
• Serve as the key project interface with ICF leadership, delivering updates on milestones/challenges, and using data driven reporting and analysis to inform decisions.
• Ensure all laws, rules, policies, procedures and regulatory requirements are met.

Must Have Qualifications:
• Bachelor’s degree in Planning, Public Policy, government, or a related discipline; or in lieu of a degree, an active Project management Professional certification.
• 7+ years’ in a project management role.
• 5+ years’ disaster recovery experience with demonstrated experience managing large-scale, multi-million-dollar disaster recovery projects at a management or executive level.
• Ability and willingness to travel up to 15% depending on client and project needs.
Preferred Skills/Experience: (skills that may give candidates an edge)
• 5+ years’ of in-depth and hands-on knowledge of the CDBG/CDBG-DR programs, regulations and implementation.
• 3+ years’ experience providing training and technical assistance in the field of affordable housing, economic development, and/or community development.
• 1+ years’ experience with creation of housing and community development subject-related materials, such as training and technical assistance tools, presentations, handouts, etc.
• Experience working in a consulting firm, development organization, or public agency preferred.
• Experience delivering training and technical assistance to state and local government agencies.
• Business development, sales, fundraising, and/or proposal experience.
Professional Skills:
• Solid knowledge of how housing and community development programs are implemented at the state and local level.
• Project and personnel management skills, with ability to successfully manage complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.
• Experience with state and local governments, and the types of initiative necessary to help them rebuild their community, economy, and culture following significant disruptions, such as natural disasters.
• Professional reputation for consistent excellence in delivering upon client commitments, ensuring effective program and project quality review processes, and driving a customer satisfaction culture. Formulating new, creative approaches and actionable solutions.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$84,533.00 - $143,706.00
