Charter's State Government Affairs team is tasked with achieving the company's franchising, legislative and regulatory goals on a state and local level. They are seeking a bright, determined, and committed Director of State Government Affairs to join the team to assist in driving Charter's policy priorities.

As the Director of State Government Affairs, you will be responsible for developing, coordinating, and implementing government affairs strategies and activities that advance the company's interests primarily at the state and local level. Your key focus areas will revolve around the company's rural broadband deployment efforts, including the Rural Digital Opportunity Fund (RDOF), state broadband grants, public-private partnerships, and federal broadband grant programs. You will take on the role of representing the company before state and local governments and administrative agencies, engaging in franchising and procurement activities, and participating in community outreach efforts. Additionally, you will strategically plan, manage, and execute various activities and events to drive the company's overall objectives, with a particular emphasis on facilitating the company's rural broadband deployment, permitting, and pole attachment authorizations. This role demands a deep understanding of government affairs, strong communication and negotiation skills, and the ability to collaborate effectively with stakeholders at all levels of government. Your primary goal will be to ensure that the company's interests are promoted and protected in the complex and evolving landscape of state and local government relations.
WHAT OUR DIRECTORS OF STATE GOVERNMENT AFFAIRS ENJOY MOST
Contributing to and supporting Charter's government affairs and public policy strategies and tactics, including working closely with regional field operations and other key functional departments, participating in rural broadband deployment planning meetings, assembling and submitting grant applications, assisting with ensuring company rural broadband project plans stay on track and are not compromised, and developing consistent processes to manage interactions with local governments to assist in identifying and resolving rural broadband project permitting, pole attachment, right-of-way access, and other local concerns. This position is supporting Charter's goals in multiple states (Colorado, Kansas, Missouri, Montana, Nebraska, and Wyoming).Assisting with compiling rural broadband deployment statistics, tracking buildout progress, and compiling other information as may be necessary to manage workflow and monitor milestones.Identifying and facilitating state legislative activities that could impact the company, including policy initiatives that support RDOF deployments.Providing budget input in support of furthering rural broadband deployment strategies.Working collaboratively with supervisors, peers, and outside consultants to develop and grow grassroots and third-party support for the benefit of the company and its interests, including the company's rural broadband initiatives.Soliciting contributions to the company's state political action committee from eligible employees.Supporting drafting, providing analysis and/or presenting legislation, franchise/contract language, amendments, and testimony as necessary and performing legislative and regulatory advocacy.Developing, building, and expanding relationships with public officials and other influential policymakers at the federal, state, and local levels.Assisting in the development and management of the company's political contribution strategies, where permitted under applicable law.Representing the company before external constituencies, including elected officials and other state and local government agencies, commissions, and authorities, and organizing and representing the company at community events and other external functions.With regional leadership, assisting in managing outside counsel, consultants, or lobbyists as necessary.Responding to and monitoring the resolution of escalated complaints from local, state, or federal government authorities.Assisting in identifying franchises needed in connection with the company's rural broadband initiatives and managing franchise efforts for assigned franchises consistent with the strategies and policies of the company.Reviewing, interpreting, and communicating terms and conditions of franchises, franchise-related agreements, and other contracts for implementation to ensure compliance with legal and regulatory obligations.Preparing franchise renewal applications and supporting data for renewal negotiations, developing a renewal strategy, and participating in franchise renewal negotiations with municipalities, particularly where RDOF requires new local or state government authorizations.Performing other duties as required
The State Government Affairs team is responsible for educating local and state officials about Charter's policy positions and advocating for laws, regulations and ordinances that advance the company's business priorities. As a member of the state team, you will work closely with internal and external stakeholders to ensure Charter's interests and the interests of Charter's customers are well represented in state and local policies.

Required Qualifications
