  Responsible for developing, implementing and administering supply chain programs, tools and processes for multiple supply chain functions including commodity management, material management, procurement and subcontracts. Ensures sourcing efforts meet business goals and objectives. Works with functional leaders to perform analysis and identify areas for performance improvement. Oversees and supports implementation of strategic initiatives, as well as activities related to global sourcing, supplier selection, product delivery specifications, and quality. Establishes, implements, and maintains policies, procedures, and material control systems to reduce costs, streamline procedures, and implement solutions. Develops and maintains working relationships with global supply chain partners. Designs and implements business metrics to monitor, track, and report sourcing project progress.

  Essential Functions:

  Manages highly experienced professionals, supervisors, or managers. Often leads one or more departments. Communicates with parties inside and outside of the organization on matters of strategic importance to influence senior leadership on new concepts, practices, and approaches. Establishes overall direction for new processes, systems, and solutions. Recommends and implements strategies and develops operational plans/goals that directly impact the mid- to long-term function or business area achievements. Requires advanced management, business knowledge, leadership capabilities and broad experience across multiple related professional disciplines.

  Manages highly experienced professionals, or teams led by lower level supervisors or managers. Often leads one or more departments. Responsible for creating workforce and staffing plans for department/unit to ensure availability of human capital necessary to accomplish departmental business results. Has hiring, firing, promotion and compensation authority within own organization, in accordance with senior management review and approval. Reports to executive management.

  Communicates with parties within and outside of the organization, which includes major customers or vendors. Works to influence others to accept team's views or practices and agree/accept new concepts, practices, and approaches. Requires ability to influence senior leadership regarding matters of strategic importance to the function or organization.

  Responsible for establishing the direction for new processes, systems, solutions, and products using significant conceptualization, reasoning, and interpretation. Solutions are innovative and often define best practice for the future. Opportunities for problem solving and innovation are regularly complex, requiring broad-based consideration of variables that impact multiple areas of the organization. Extensively analyzes implications of both near and long-term solution.

  Owns and develops tactical and operational plans and goals for a business area or function, which may include oversight for multiple departments. Recommends and operationalizes strategies that have a direct impact on the mid- to long-term function/area achievements. Work requires a high degree of responsibility for resources, and frequently influences business decisions made by leadership. Recommends and implements new products, processes, policies, standards or operating plans in support of job function strategy. Typically has budget or Profit & Loss (P&L) accountability for the department.

  Ability to obtain and maintain a US government issued security clearance.

  Education & Experience Requirement:

  Requires advanced business knowledge, general management and leadership capability to lead business area or functional teams. Typically has broad experience across multiple related professional disciplines within the organization, combining theory, past practical experience and the organization’s business practices.

  Bachelor’s Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.

  Additional Qualifications:

  Experience in Procurement/Subcontracts as well as material program management

  Must have an extensive background in troubleshooting and material management within SAP as well as procurement experience in both regular material and subcontracts.

  Negotiation expertise in both cost and terms and conditions is critical.

  FAR and DFAR’s understanding is a must.
