As Director, Office of Budget, Policy, and Appropriations, you will: serve as a principal advisor to CDC's Deputy Director for Policy, Communications, and Legislative Affairs, and other CDC senior leaders as a senior member of the agency's leadership team to ensure awareness and engagement to achieve the agency's objectives and priorities; serve as a principal advisor for outreach and engagement with the executive and legislative branches, as well as public health partners, on congressional appropriations and budget policy; supervise and manage the Office of Budget Policy and Appropriations; serve as a primary liaison with Congress to ensure budget policies, actions, and relationships promote the agency's public health mission; provide strategic advice on developing and interpreting budget policy directions, administration of budget initiatives, congressional appropriation interests for the agency's budget; lead budget policy development and implementation, serve as a strategic partner for CDC's budget formulation and submission and ensure progress in accomplishing major initiatives for the preparation and presentation to congressional committees and White House officials; serve as technical advisor and representative of the agency before HHS, the Office of Management and Budget (OMB), and Congress relative to budgetary policy and appropriations issues and requirements and develop proposed testimony for congressional hearings; represent CDC senior leadership with senior officials of HHS and other federal agencies, members of Congress and their staffs, executives of numerous governmental health agencies and public health partners for frequent proactive outreach, relationship, and coalition building, education, and consensus development. Requirements Conditions of Employment Qualifications All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. This executive experience includes serving in a managerial capacity to a large and diverse organization with responsibility for promoting economy, efficiency, and effectiveness in the administration of programs and operations.
