About Director of Facilities

  Position Summary: The Director of Facilities is responsible for all property management and environmental health and safety compliance for all BCSO facilities; including the associated planning, staffing, directing, executing, design and construction of existing and potential facilities. In addition, the Director of facilities is responsible for evaluating and supervision of the facilities maintenance programs, to include all preventative maintenance, repair renovation, construction and capital improvement of current facilities. Supervision Received: Receives general direction and oversight from the Superintendentinperforming duties in accordance with all best management practices and established guidelines. Duties and Responsibilities: Coordinates all aspects of capital planning, maintenance, renovations and construction and serves as the primary liaison with the Commonwealth's Division of Capital Asset Management and Maintenance (DCAMM). Supervises and assigns projects for Facilities employees (civilian and uniformed) and all inmate workers. Oversees and helps maintain and operate all HVAC, electrical, plumbing and building management systems, including repairs to the applicable systems. Performs facility inspections, reports on building conditions and recommends corrective actions when required. Ensures that work assignments are completed in accordance with applicable schedules and work orders. Supervises and evaluates staff within the Facilities Department. Assures that staff comply with all policies and procedures of the BCSO. Ensures maintenance work is performed in compliance with all BCSO, federal, state and local compliance regulations. Manages all aspects of BCSO's vehicle fleet maintenance. Corrects or reports any building deficiencies that may compromise the safety and security of the facility. Completes environmental and preventive maintenance reports in a timely manner. Oversees all facility state inspections. Develops annual and long-range comprehensive program of facility. Maintains and coordinates stock inventory. Maintains the count and equipment logbooks for daily equipment counts, tools, and keys assigned to the Facilities Department. Ensures proper inventory and storage of all toxic/caustic and flammable materials in compliance with DPH standards. Monitors the work progress and/or performance of all outside contractors. Responds to any afterhours maintenance needs, including emergencies as required; supports afterhours facilities projects and schedules coverage by facilities department staff. Prepares reports for the Sheriff and other required agencies on the status of the Department's facilities. /Please note this job description is not designated to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee in this job. Excellent interpersonal skills. Maintain good attendance. Ability to prioritize and problem solve in a high-pressure environment. Advanced knowledge of building maintenance practices. Basic knowledge of electrical, plumbing and carpentry practices. Working knowledge of HVAC, electrical and plumbing systems. Working knowledge of inventory management. Strong working knowledge of access control systems and computerized maintenance management systems and/or DCAMM's CAMIS. Minimum qualifications: A bachelor’s degree from an accredited college or university in Engineering, Construction or related area of study is required. A minimum of five (5) years of relevant work experience and demonstrated skill in facility maintenance in an institution or similar environment is required. A minimum of one (1) year of supervisory or management experience required; or an equivalent combination of experience and education. Certification in Facility Management or Contractor certification, license in one of the following; plumbing, electrical, construction, engineering is preferred. Previous working relationship with MA DCAMM is preferred. A valid driver's license is required. Physical Requirements: Prolonged periods of standing throughout the workday. Prolonged periods of bending, squatting, stretching, and moving throughout the workday. Walking long distances throughout the facility. Must be able to lift 100 pounds at times. Work Environment: This position does require working with in the Barnstable County Correctional Facility. This position does require working with individuals currently incarcerated at the Barnstable County Corrections Facility.
