Well-equipped agency employees are critical to ensuring local school districts, superintendents, and teachers are supported to ensure the Agencys Strategic Plan is successful in achieving our vision to prepare the public-school students in Texas for success in college, career or the military.TEA seeks a Director of Agency Services and Operations to assist in overseeing and managing a variety of critical daily agency operations and support services. This position works across all divisions and is vital to the success of continued, effective and efficient operation of a large education organization. This position develops systems and processes that continuously improve organizational structures, performance and project management, and data analysis and reporting for the division in alignment with officewide project management structures. The Director of Agency Services and Operations supports the development and implementation of user-centered hybrid business processes to enhance and improve the agency workplace.The Director of Agency Services and Operations reports to the Senior Director of Agency Operations while working closely with other senior division leaders within the Office of Operations and across the agency. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment and performs other duties as assigned .The Director of Agency Services and Operations may work a hybrid schedule.Please note that a resume, tailored cover letter, and short answer responses are required attachments for applying to this position. Team management of the daily agency-wide operations and support services carried out by the Agency Services team - With a commitment to continuous improvement, manage a team of approximately 8 TEA employees towards our fiscal year 24 Operations Priorities. Sets the vision and direction for the team, inspiring and motivating employees to authentically engage in the work and drive towards outcomes. Oversees the performance and development of Agency Services staff in alignment with TEAs talent management best practices and policies. Is directly responsible for the management and career development of at least three direct reports.2. Cross-Functional Initiative and Team Performance Management - Develop and implement performance management tools, routines, templates, and trackers to ensure the Travis Master Plan, team, and division initiatives are de ivered in a timely and effective manner. Track progress and ensure accurate, transparent, and on-time reporting and analysis of progress and performance results to internal stakeholders through the creation and maintenance of dashboards and monthly progress meetings.3. Operationalize Hybrid Workplace Processes - Support the development and implementation of user-centered business processes to operationalize and enhance agency operations in a hybrid work environment in which staff routinely work in an office and remotely. Development of resources will include support for technical/meeting setup, meeting facilitation, and operational best practices for staff engagement within a hybrid work environment.4. Collaborative and Initiative - Proactively build and maintain strong relationships with people across the organization to gain their investment and develop trust. Develop holistic content knowledge about the teams within the Division of Agency Operations and the Office of Operations and across the agency; raise connections through regular collaboration; and facilitate cross-functional sharing within and outside meetings and other opportunities.5. Serve as a liaison with other state entities - Serve as a liaison with other state entities regarding facilities management, telecommunications, agency risk, and emergency management programs. Entities include the Texas Facilities Commission, State Office of Risk Management, the Comptroller of Public Accounts, Texas Correctional Industries, and the William B. Travis Tenant Council.Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university Experience: At least seven (7) years of experience in program management and business operations. Substitutions: Education and experience may substitute for one another on a year-for-year basis.OTHER QUALIFICATIONS: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military. Certified Texas Contract Manager (CTCM) certification must be obtained within first six (6) months of employment. Outstanding personnel management skills Experience managing financial operations of a state agency division or team (strongly preferred) Knowledge of state agency facility rules and regulations, Comptroller of Texas State Purchasing Accounting rules (SPA), and State Office of Risk Management (SORM) rules and regulations.
