Position Description:
Working in partnership with the AVP, Office Anti-Racism, Equity and Human Rights Services ("OAREHRS") the Director, Human Rights Services (the "Director"), will demonstrate a deep commitment to advancing the college's commitment to anti-racism, equity , diversity, inclusion and indigenization while responsible for the strategic leadership, coordination, and oversight of case management of complaints, supports, investigations, resolution, and reporting protocols relating to the following College policies:
The Human Rights and Discrimination Policy;
The Sexual Harassment and Sexual Violence Policy; and
Freedom of Expression Policy.
The Director acts as a strategic partner to the AVP, OAREHRS and will take the lead in contributing to and implementing a comprehensive strategy for responding to internal human rights and gender-based and sexual violence complaints and conflict resolution.
The Director is responsible for working collaboratively with the College's leadership team, employees, and students to foster and enhance the College's commitment to human rights and cultivate a culture of consent aligned with the College's strategic goals and objectives for anti-racism, equity, diversity, and inclusion.
The Director is responsible for collecting data and developing metrics to track and interpret information to increase accountability and effect cultural transformation through qualitative and quantitative assessments, surveys, reporting of programs, policies, and services, and the delivery institutional education, and training as necessary.
Key responsibilities:
Complaints, Conflict Resolution and Mediation Management
Develop, implement, amend, and administer all policies governed under this office, and oversee the administrative responsibilities of the complaints resolution process and legal obligation related to all formal complaints against the College.
Oversee the College's strategic roll out of the Sexual Harassment and Sexual Violence Policy.
Serve as the lead to support in the development and delivery of college wide training programs on policies and protocols related to sexual harassment, and sexual violence.
Facilitate positive and instrumental cross-collaborations with decision makers, key departments/divisions around training, education, and curricular development in the areas of human rights and gender-based and sexual violence prevention.
Policy Education, Support and Response Programming
Oversee Sexual Violence Response and support activities, including ensuring that supports are survivor centric, and trauma informed.
Support the coordination of policy educational campaigns to promote understanding of policies.
Raise awareness about human rights and sexual violence issues and promoting understanding of trauma informed, harm reductionist and equitable practices related to mandate.
Ensures stakeholder engagement to gather input, build relationships and foster collaborate approaches to human rights and gender-based and sexual violence issues.
Provide advice to college leadership on Human Rights and Gender-based and sexual violence issues.
Leadership, Coaching and Administrative Management
Manage and guide a diverse team, provide coaching, and develop a positive and supportive work environment aware of and attending to team wellness and support.
Oversee the departmental budget including preparing financial forecasts, budgets and developing annual operational plans for unit.
Provides critical direction and strategic advice to the AVP, OAREHRS on operational planning, service delivery effectiveness and process optimization.
Monitoring, Evaluation, and Reporting
Develop data collection processes and report on data to support institutional education services and inform the College of areas of success, trends opportunities and risks in relation to the mandate.
Consistently convey complex information to internal team and college community in an accessible manner.
Manage and support the analysis of data and generate meaningful reports/briefings/presentations as required by legislation and/or as requested by senior leadership.

Educational and Experience Requirements:
Master's degree in Human Rights or other related fields or equivalent experience.
Demonstrated knowledge in investigative frameworks, including the application and use of violence risk assessment principles in determining actionable items in investigations.
Skilled in mediation and conflict resolution aligned with restorative and trauma informed practices.
Solid understanding of Human Rights principles, laws, and regulations, with demonstrated experience in developing, implementing, and evaluating human rights policies, programs, and initiatives.
Experience setting operational plans to establish goals and objectives within an environment of changing priorities and demands.
Proven track record in handling sensitive and confidential information in complex environments that require the incumbent to address an array of questions on case management practices, policies and procedures and risk mitigation in informal (i.e. updates) and formal settings (i.e. supervisory, civil & tribunal courts).
Skilled in engaging in matters that require sensitivity and empathy across a diverse college community; excellent judgement and discretion.
Experience advancing human rights, gender and social justice using an intersectional, anti-racism/anti-oppression lens.
Solid understanding of union collective agreements, OHRC and related legislation and processes in Ontario.
Experience working within post-secondary institutions is seen as an asset.
Minimum of nine (9) years' experience -
working with laws related to OHRC, AODA, Freedom of Expression, OHSA, understanding their application.
leading within complex work environments, demonstrating superior managerial and interpersonal skills working within the field of human rights, equity and/or social justice and developing and delivering trauma informed and culturally safe services.

Ability to resolve conflict, work with senior administrators in a consultative manner and support students and employees through understanding rights and responsibilities as they apply to cases within any of the laws.
Interview process may consist of a practical skills component.
