Defense Electronic Systems – Fuzing & Ordnance Systems (DES-FOS), a division of L3Harris Technologies, provides precision electronic components, subsystems, and systems for DoD and international allies. Job Description:
The Fuzing and Ordnance Engineering Director is the chief engineer responsible for the following:
Technical leadership and management oversight for Fuzing and Ordnance Engineering.
CPFF and FFP development and production contracts, and IRAD: Electronic Safe and Arm Fuzes (ESAF), Electronic Safe and Arm Devices (ESADs), Proximity/Height of Burst (HOB) Sensors, Government Build to Print Fuzing, Ignition Safety Devices (ISDs), Arming Generators, Fuze Related Unit (FZU’s), High Reliability Technology to Support Weapons Targets Con-ops from Point Detonation to Deep Penetration
Manage engineering organization consisting of 130 engineers across all disciplines
Labor and staffing forecasting, engineering recruitment for all functions
Responsible for technology roadmap alignment for AOP and 5-year business plan
Develop, review, approve all engineering proposals
Responsible for managing the engineering development process: engineering gate reviews from bid/no-bid decision up through production readiness reviews (SRR, SFR, PDR, CDR, TRR etc.)
Driving mentorship programs, training, career development for early career engineers, knowledge transfer from subject matter experts (combat knowledge loss due to attrition and retirement)
Management of all overhead funding for the Fuzing and Ordnance business area
Engineering overhead labor and non-labor accounts – closely managed to maintain direct/indirect rates
Labor: Engineering process improvement, supervision, lab management, training, seminar & conference, special projects, preproposal, severance (when appropriate)
Non-Labor: Computer HW and SW, licensing and license maintenance, seminar & conference, building maintenance & repairs, employee welfare, engineering overhead travel, legal services (patent costs), office and general supplies, engineering equipment
Capital Expenditure allocation and planning: engineering equipment purchases, larger laboratory improvement initiatives, building maintenance
Coordination with non-engineering disciplines on IRAD, programs, and pursuits: program management, finance, operations/quality, configuration management/data management, facilities, etc.
Coordination with key subcontractors and partners for engineering development
Interface with several contract primes and government customers addressing current and future business
Manage and support the engineering process documentation and infrastructure, including policies, procedures, work instructions, standard work products, etc
Qualifications:
Requires advanced business knowledge, general management and leadership capability to lead business area or functional teams. Bachelor’s Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
A minimum of 10+ years of leadership/management experience.
A minimum of 5+ years of experience with fuzing programs and product lines.
Must currently possess an active, Secret level clearance or higher.
25% Travel
Preferred Additional Skills:
Master of Science in Engineering is preferred
Strong communication skills (verbal, written, and presentation).
10+ years of experience in fuzing engineering programs and product lines is highly preferred.
Proficient in IMS/DES/FOS tools and processes.
