  MINIMUM REQUIREMENTS:

  A bachelor's degree from an accredited college or university with a major course of study in marketing, business, merchandising, economics, agriculture, international affairs, leisure services, or communications and three (3) years of professional experience in marketing, advertising, public relations, agriculture, international affairs, leisure services, budgeting, business or industry development, the travel industry or in hotel or restaurant management;or

  A master's degree from an accredited college or university with a major course of study in business administration and two (2) years of professional experience as described above.

  Professional or paraprofessional experience as described above can substitute on a year-for-year basis for the required college education.

  Requires possession of a valid Driver’s License.

  JOB DUTIES:

  Define the scope of campaigns and projects in collaboration with management and serve as a liaison between the department and external stakeholders. Create a detailed work plan which identifies and sequences the activities needed to successfully complete the campaigns and projects. Determine the resources required to complete the activities. Develop a schedule for campaign and project completion that effectively allocates the resources to the activities. Review the campaign and project schedules with staff that will be affected by the activities; revise the schedules as required. Determine the objectives and measures upon which the campaigns and projects will be evaluated at its completion.

  Set up system(s) to ensure that all project information is appropriately captured. Compile necessary records to document project activities. Monitor the progress of the project and make adjustments or report to senior management as necessary to ensure the successful completion of the project. Deliver status updates to stakeholders including staff on the progress of the project. Ability to travel, as needed, to attend campaign and project activities.

  Create final reports, e.g., financial, return on investment, executive summary and after action reports. Manage all project funds according to established accounting policies and procedures and monitor budgeted project expenditures. Ensure that the project deliverables are on time, within budget and at the required level of quality. Evaluate the outcomes of the project as established during the planning phase.

  Provide direct assistance to the staff on a variety of administrative and general assignments. Provide assistance in planning missions and operations. Provide assistance in implementing and measuring the performance of missions and events.

  Maintain a comprehensive working knowledge and capability in general office procedures, databases and other technical capabilities as needed to achieve results in missions and projects.

  Perform other related duties and special assignments as assigned.

  KNOWLEDGE, SKILLS AND ABILITIES:

  Working knowledge of and ability to use personal computer and applicable word processing and/or database programs to produce necessary plans and reports to fulfill assignments.

  Knowledge of the methods and techniques of promoting merchandise.

  Knowledge of the principles and techniques of effective communication.

  Knowledge of program planning and evaluation techniques.

  Ability to plan, organize and coordinate work assignments.

  Ability to provide technical assistance and advice to business groups.

  Ability to plan and coordinate promotional activities.

  Ability to present information in a concise and organized manner.

  Ability to conduct research and analyze data.

  Ability to establish and maintain effective working relationships with others.

  Ability to work independently.

  Ability to design and develop promotional materials.

  Ability to review and evaluate merchandising data.

  Ability to communicate effectively.
