Summary You will serve as the Deputy Assistant Secretary of the Navy (Financial Management Systems) in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) for the Department of the Navy (DON). You will pioneer and develop innovative concepts and technologies relevant to all aspects of financial management systems in strategic partnerships with Congress, OMB, GAO, senior DoD and DON leadership leading all efforts necessary to effect enterprise change management. Responsibilities You will provide executive leadership of the DON financial management systems $5 Billion portfolio while leading the entire DON's business reform and migrations to modern Enterprise Resource Planning (ERP). You will be responsible for the repository of all financial data and analytics, establishing standards, goals, and key performance indicators. You will ensure data availability to substantiate the execution analysis in support of Under Secretary of Defense Comptroller reviews. You will be responsible for the execution of strategic plans and procedures necessary to reengineer business processes and modernize financial management systems to support auditability and operational components of the DON. You will provide executive level coordination of DON financial systems interfaces with the Defense Finance and Accounting Service (DFAS), Department of Defense (DoD), Treasury, and other service or agency systems. You will identify and implement new technologies, robotics, automation, policy and process changes that improve resource execution, DON financial operations, and enable the DON to improve mission and audit readiness. Knowledge of principles and practices of financial management and budgeting administration and analysis; including preparing, justifying, reporting on and executing financial management and budget; and the relationships among program, budget, accounting and reporting systems. 2. Ability to develop policies to transform financial management systems, processes, and procedures into an efficient, effective, and auditable systems architecture that enables sound internal controls and effectively supports the enterprise. 3. Project Management experience leading major enterprise efforts that demonstrates the ability to develop, schedule, coordinate, and manage projects and resources in a complex enterprise-wide change management initiative, including monitoring and inspecting costs, work, and contractor performance. 4. Expert knowledge of Information Technology (IT) service management, Systems Development Life Cycle (SLDC), and financial management systems functionality required to support enterprise-wide business processes, interface controls and associated internal controls necessary to effectively provide sound enterprise financial systems portfolio management. 5. Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability.
