About CONTRACT SURVEILLANCE REPRESENTATIVE

  Summary The primary purpose of the position is to plan, coordinate and monitor all facets of contractor performance. Responsibilities As a CONTRACT SURVEILLANCE REPRESENTATIVE, you will: Perform surveillance inspections as established by the Chief, Campus Operations, which are based on contract clauses and conditions, contractor work schedules, and nature of work to be performed. Analyze data, determine deficiencies and document all contractor performance deficiencies. Review and study contractor invoices against actual services received and assure that AFRH-G has not been billed for services not rendered. Upon completion of the review, the incumbent recommends approval or disapproval of payment for invoice. Ensure contracting and resources execution complies with legal and regulatory requirements and meets organizational requirements and assure that all necessary clauses have been included. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Must be U.S. Citizen or U.S. National Qualifications Specialized experience for the GS-09 level is one year of experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service monitoring civil trade contractors performing maintenance/repairs. Examples of qualifying experience could include: Functioning as a technical authority with responsibility for planning, formulating, implementing and evaluating effective business planning; OR Identifying and using simplified acquisition/procurement services to support the Program Office mission; OR Performing programmatic and acquisition-related pre-award and post award activities; OR Ensuring compliance with the programmatic aspect of the Procurement Acquisition Lead Time. OR You may substitute education for specialized experience as follows: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR You may qualify by a combination of experience and education. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination of the education and experience listed above (1 and 2) in which the percentage of specialized experience and education totals to 100%. (For example: the completion of 50% requirements for a Master's degree and 6 months of specialized experience equivalent to the GS-07.) Education Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions. CONDITIONS OF EMPLOYMENT: A one year probationary period may be required. Must successfully complete a background investigation. Selectees will be subject to the AFRH Tuberculosis Surveillance Program. Wear required safety clothing and/or equipment required by the position. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc. Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather. In order to be considered for this position, you must complete all required steps in the process.
