Summary About the Position: One position to be filled in either Aurora, CO or San Antonio, TX. This is not a remote position. Student Loan repayment may be authorized. A recruitment incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. This is a Direct Hire Solicitation Responsibilities Acquisition of highly complex DHA requirements and administration of contracts through closeout. Structure solicitations that include special contractual language or other innovations necessary to satisfy unique procurement requirements and conditions for which there may not be precedent. Review technical specifications or work statements for restrictiveness, conflict with contract provisions and clauses, or other problems. Analyze proposals for conformance with the solicitation. Perform post-award contracting work. Coordinate and consolidate technical, audit and legal input contributions, chairs or is a member of the negotiation team, and subcontracting reviews and approvals. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe the listed specialized experience or you will be rated ineligible. Your transcripts will be required as part of your application unless exempt. Transcript(s) must include awarded, graduated, conferred etc. date or you will be rated ineligible. Basic Requirement for NH-03 Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience with pre-award contract actions including source selection; administering a variety of complex contracts through termination or closeout including contract modifications (i.e. post-award procedures); providing advisory services on specific contracting problems, projects and/or programs; and negotiating a variety of complex contracts, modifications and/or termination actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted. *Defense Acquisition Workforce Improvement Active Career Field. DOD Position Certification Level and Training Requirements. All Acquisition Workforce Positions Mandated in Title 10, USC, Section 1723. DoD 5000.52-M, DOD Acquisition Career Development Program contains specific requirements for acquisition categories and grade/level. The employee must meet the DODI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data filed in the header of the PD/PRD. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Recruitment incentives MAY be authorized for highly qualified candidates.
