About Construction Control Inspector

  Summary This position is located within the Construction Branch for the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA) in Ashburn, Virginia and Tupelo, Mississippi. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Eastern Federal Lands. Responsibilities As a Construction Control Inspector, you will: Maintain/monitor fiscal control relative to the execution of the construction contract. Draft contract modifications for review by the Contracting Officer (CO) and are delegated the responsibility of negotiating the costs of changes with the contractor in accordance with provisions in the contract. Provide construction management control and surveillance of the work being performed by the contractor. Identify anticipated problems and take appropriate and timely corrective action. Be responsible for assisting in the enforcement of established construction specification requirements; determine the necessity for issuance of contract administration correspondence and contract modifications to the contractor in accordance with established policies and procedures. Recommend changes in design, specifications, and schedules to the Construction Operations Engineer (COE), as appropriate, to meet field conditions. The ideal candidate for this position is a construction manager or inspector with experience independently and effectively serving as a contracting officer's representative on a variety of construction projects. Primary duties include ensuring compliance with contract specifications, providing technical direction and guidance, and delivering contract administration services and support. CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. PROBATIONARY PERIOD: Current Federal employees and non-competitive selectees may need to complete a probationary period (unless already completed). GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PHYSICAL CONDITIONS: The work requires extensive standing, walking, climbing, bending, lifting and carrying up to 60 pounds. In addition, you will be exposed to high noise levels, hazardous chemicals, silica dust, and varying weather and terrain conditions. The work of this position is considered highly stressful due to the level of responsibility, the continuing need to resolve conflicts, and the transient lifestyle. SHIFTS: Due to the overall responsibility for the project, the employee must be available for at all times, including off duty hours, particularly throughout contractor multi-shift construction periods, including weekends as is dictated by the contractor’s work schedule. TRAVEL: The position involves a significant amount of travel away from your duty station for extended periods of time. Travel may often be to remote locations. You must be willing to travel for extended periods of time, often to remote locations. DRIVER'S LICENSE: You must have a valid state driver’s license, with a safe driving record, and be fully qualified to operate a government owned vehicle. VEHICLE OPERATION: You will be required to operate motor vehicles in the performance of duties and will be completely responsible for their safe operation in compliance with applicable FHWA, federal, state, county, municipal or local laws and regulations. You will be responsible for reporting all accidents in accordance with regulations contained in applicable FHWA Instructions. TELEWORK: Telework for this position is typically only allowed in emergency situations. Qualifications To determine which grade(s) you may be eligible for, review the following grade specific details. For the GS-12: You must have at least one year of experience, equal or equivalent to the GS-11 grade level, which included: Experience with construction practices, methods, techniques, costs, materials and equipment required to manage complex and /or multi-phase road and bridge construction being completed under contract; AND Experience with construction cost estimating and of the different cost elements such as labor, materials, equipment, overhead and profit and how to estimate and calculate each; AND Experience surveying equipment, technology, and methods sufficient to provide oversight and quality assurance of the contractor’s surveys and sufficient to review survey computations and results performed by the contractor. You cannot qualify for the GS-12 grade based on education, you must meet the specialized experience, which is cited above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Building and Construction - Knowledge of materials, methods, and the tools to construct objects, structures, and buildings. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Written Communications - Writes in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
