  Summary This position is located at Office of the Inspector General for Tax Admin, Office of Investigations- Deputy Inspector General for Investigations. As a Computer Scientist (Cybersecurity), you will be responsible for investigating intrusions, manipulations, or compromises of U.S. Internal Revenue Service (IRS) computer networks, as well as external cyber-based actions, which interfere with the IRS' ability to conduct electronic tax administration. Responsibilities This position will be filled in the following duty locations: New Carrollton, MD or Washington, DC. As a Computer Scientist (Cybersecurity), you will: - Design, develop, and support new and current software, network, and other analytical applications for information systems to conduct relational analysis of large amounts of information of varying types (big data analytics), including the detection and identification of patterns of manipulation of IRS portals from large, non- standard data sets. - Possess a working knowledge of data modeling/tagging, information security and architecture, target/entity management, and Cyber taxonomies sufficient to conduct monitoring and research to provide TIGTA managers with recommendations concerning appropriate data sources for planning and execution of investigations. - Review proposed new systems, networks, and software designs for potential security risks, recommending mitigation or countermeasures, and resolving integration issues related to the implementation of new systems within the existing infrastructure. - Utilize established technical/cyber processes and procedures, as well as develops new and innovative technological approaches to resolve a wide array of technical investigations conducted by the TIGTA OI. Must be U.S. Citizen or U.S. National Qualifications You must meet the following requirements by the closing date of this announcement. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: - Serving as a technical authority, and technical implementer for multiple IT projects including but not limited to cyber security, predictive analytics, software system integration, design and development of data models, statistical analysis, network traffic analyzing (i.e. wire taps) and/or database design. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Education Education Requirements: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions. Must successfully complete a detailed background investigation. Must obtain and maintain Top Secret clearance. You will be required to regularly report to the Duty Station listed above. Further, all TIGTA employees are subject to an employee tax compliance program to ensure that employees fulfill their personal tax responsibilities. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
