Click here to see a video from the division!General descriptionThe Comptrollers office is seeking a Systems Analyst VI in the Fiscal Management CAPPS Staff Division. The work involves overseeing the planning and analysis of functional and system requirements, procedures, and problems to automate processing or to improve existing systems.Qualifications: Minimum QualificationsGraduation from an accredited college or university with a bachelors degree.Six years of experience with process or systems analysis work in any one or combination of the following: general ledger/commitment control, purchasing/e-procurement, accounts payable, billing/accounts receivable, inventory, asset management, project costing, customer contracts, grant accounting, or planning and budgeting.Two years of experience working with PeopleSoft FSCM Purchasing module.One year of experience working with PeopleSoft version 9.2 or higher.Experience writing Functional Design Documents.Experience participating in ERP initiatives.Experience supporting ERP systems in a production environment.Preferred QualificationsGraduation from an accredited college or university with a bachelors degree in Business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems.Preferred Experience:Experience developing requirements, analyzing, designing, developing, testing, and implementing components of one or more of the Comptrollers statewide financial systems (Centralized Accounting and Payroll/Personnel System, Human Resource Information System, Standardized Payroll/Personnel Reporting System, Uniform Statewide Payroll/Personnel System, Texas Identification Number System, State Property Accounting System and Uniform Statewide Accounting System).Experience writing queries via SQL Developer and analyzing data using PeopleSoft Purchasing module.Experience working with Texas state government processes, policies, and procedures.Experience creating training curricula, conducting training classes, and evaluating training classes or programs.SubstitutionsOne additional year of systems analysis, design or testing experience may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).LICENSES / CERTIFICATIONSITIL Training as outlined in the CAPPS ITIL Journey is required to be completed by December 31 of every year following six months of new employee probationary period. The Information Technology Infrastructure Library (ITIL) is a set of detailed practices for IT activities such as IT service management (ITSM) and IT asset anagement (ITAM) that focus on aligning IT services with the needs of the business. Certification is not required, but ITIL training to enable resources to practically apply the principles as part our Service Desk structure is required.These classes are in addition to, and do not substitute for any training requirements at the division or agency level.Preferred Certifications: PeopleSoft Financials functional certification(s), Project Management Professional (PMP), Certified Public Accountant (CPA), and/or Certified Government Financial Manager (CGFM).In this role you will have:Knowledge of:Software development life cycle methodology.Software change control processes.Structured query language.Finance and Accounting processing procedures.Skill in:Using standard office software and equipment.Performing business or systems analysis using a defined methodology.Using a personal computer in a Windows environment and Microsoft software.Identifying and analyzing resources needed and actions to be taken to ensure division needs are met with a quality product.Prioritizing, identifying, and communicating project resources and updates needed to complete multiple projects concurrently within scheduled deadlines.Effectively conveying information and encouraging an exchange of ideas. (Communication)Identifying, defining, and solving problems. (Problem Solving)Ability to:Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public. (Security and Privacy)Follow all agency confidentiality, privacy, and information security policies and procedures. (Security and Privacy)Appropriately store, secure, and protect sensitive records and other confidential documents and data in accordance with the agencys certified Records Retention Schedule. (Security and Privacy)Seek guidance and clarification from relevant agency specialists when potential confidential issues arise. (Security and Privacy)Use discretion and appropriate judgement in communicating confidential and sensitive information. (Security and Privacy)Work with others to achieve a common goal.
