Summary All current Department of Labor employees with competitive status. This position is located in the Veterans' Employment and Training Service (VETS), Office of Field Operations (OFO), Boston Regional Office. This position is outside the bargaining unit. This is not a virtual position. Responsibilities Support regional (state, multi-state) oversight, programmatic analysis and coordination and program performance of VETS' investigative and compliance activities of employers, businesses, government contractors, subcontractors and other entities. Develop and provide investigative and technical guidance for VETS staff and other appropriate consumers to address difficulties encountered in a region. Develop, update and interpret regional investigative policy and interpret, provide input, feedback and suggestions to national policy. Conduct and often oversee projects coordinating others in conducting investigations of state, multi-state or regional scope. Serve as case agent and technical resource, as necessary, to DOJ or OSC in cases in litigation before Federal courts or the Merit Systems Protection Board (MSPB), respectively. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Compliance Investigator, as described below. For the GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service. Specialized Experience: Must demonstrate substantial knowledge of USERRA or other related employment discrimination laws, regulations, interpretation, opinions, exemptions, and court decisions, and precedents and their applications and must demonstrate substantial knowledge of investigative principles and techniques, the ability to gather and organize evidence and interpret and analyze findings of violations. Some examples of the specialized experience are as follows: Analyzing and evaluating investigative activities to identify operational problems and potential improvements. Providing technical guidance to staff engaged in investigations. Communicating, conducting interviews and obtaining relevant information from hostile or uncooperative subjects, witnesses or third parties. Negotiating with management, union officers, attorneys, etc., to achieve settlement or consensus. Preparing written communications, comprehensive reports and other documents that serve as the basis for civil litigation. *If the selectee does not currently reside in the Boston Regional Office area the expectation, is they will relocate at the selectee's expense within 60 days of selection. * Education This position doesn't have an educational requirements.
